Human Resources Technician

Martin County is currently accepting applications for a full-time Human Resources Technician. Under the direction of the Director of Human Resources, the Human Resources Technician is responsible for supporting employees and the organization to optimize service delivery in alignment with the County mission and values. The Human Resource Technician serves as the system administrator for (HRIS) payroll, timekeeping, employee self-service software. This position is also responsible for performing maintenance of employee benefits, ensuring complete and accurate personnel files, and provides human resource assistance and support to employees, supervisors, applicants and the public, employee communication, employee recruitment and facilitating new employee orientation. This position provides professional service delivery and assists in the administration of the County’s Human Resources program including leave management administration, Human Resources Information System (HRIS) maintenance, and recruiting and onboarding of employees in accordance with federal, state, and local regulations, and supports organizational policy enforcement. The Human Resources Technician builds and maintains positive relationships with all Martin County staff, utilizing exceptional interpersonal skills while maintaining a high degree of confidentiality. This position is scheduled 40 hours per week, Monday through Friday, 8:00AM to 5:00PM with a one-hour lunch period.

Essential Duties and Responsibilities:

Administers countywide employee medical and ancillary benefit programs:

  • Performs maintenance of employee benefits, processing all enrollments.
  • Reconciles and audits invoices for accuracy.
  • Responds to employee concerns regarding benefit programs including eligibility, enrollments, terminations/retirements, etc.
  • Serves as the main contact between employees and insurance carriers and/or third-party administrators as necessary, resolving enrollment and claim issues and/or problems, complaints, and/or other health benefit related questions and matters (i.e.; dental, vision, FSAs, life insurance).
  • Assists in coordination and implementation of the annual open enrollment for benefit programs.
  • Coordinates the preparation of written materials and presentations to inform and educate employees on benefit programs such as insurance plans, health savings options, pension, paid time off, special employer sponsored activities or other benefits.
  • Ensures benefit compliance with regulations and laws to include ACA, COBRA, Health Information Portability and Accountability, and other applicable State and Federal regulations and standards as they apply.
  • Manages COBRA participants, including tracking of premiums, and the coordination of administering COBRA events with carrier.
  • Administers requirements and processes year-end reports associated with the Affordable Care Act (ACA).

Assist in administration and organization of functional activities related to the implementation, maintenance, and operation of the Human Resource Information System (HRIS):

  • Provides training and support to HRIS users; trains employees and managers on self-service use, answers questions, and provides assistance as needed.
  • Researches technical solutions and recommends ways to maximize usage of the HRIS modules to increase efficiencies of department processes and information storage.
  • Develops expertise in the use of the HRIS/payroll system to capitalize on the capabilities of the system and processes.
  • Monitors on-going system operations and recommends upgrades as needed.

Administers and monitors organizations leave management to ensure determinations are based on State and Federal regulations:

  • Maintains FMLA, MN Paid Family Medical Leave, MN Earned Sick and Safe Time and other leave of absence records, and processes related paperwork, updates and tracks leave information, and issues and ensures completion of required FMLA and Leave of Absence paperwork in accordance to County policy.

Coordinates onboarding and orientation process of new hire employees:

  • Maintains and audits all personnel file records including employment status information, wage information, training records, medical records and related data; scans all items into Laserfische.

Assists Human Resources Director with the County’s labor relations activities as requested:

  • Advises departments and employees on contract language and/or terms of the labor agreements.
  • Assists in providing reports and/or information to assist the negotiating team with the collective bargaining proposals and the development of contract language.

Assists with various other Human Resources and employee relations duties including:

  • Assists the Human Resource Director with recruitment activities as requested including posting vacant positions, contacting candidates, and coordinating onboarding procedures.
  • Assists in the preparation of the annual forecasts for county personnel total compensation for addition into the annual county budget.
  • Assists the Coordinator’s Office with Human Resources and in the organization and planning of County Employee functions and events (i.e. Wellness, Employee Recognition).
  • Assists in the administration and enforcement of countywide personnel policies and procedures, interpreting and clarifying personnel questions and/or concerns.
  • Assists with the management of workers compensation, ensures the timely processing of the First Report of Injury forms, and accurately maintains the OSHA log for completion of annual reporting requirements.
  • Processes reports for employee (and citizen) accidents for liability and workers compensation to County insurer.
  • Assists with risk management activities, to include Safety Committee meetings and activities, policies, accident investigations, and review and update of property and casualty records, and filing of claims.
  • Maintains and promotes positive employee relations: counsels and advises employees and applicants on personnel policies, procedures, union contract provisions, benefits, equal opportunity, etc.
  • Assists in coordinating special projects or activities as delegated by the Human Resources Director.
  • Maintains records retention compliance with county policy.
  • Maintain knowledge in Human Resources related law and practices as required, reading publications, and research as necessary.
  • Participates in continuing education and training sessions on position applicable law and regulation changes, computer skills and other position related matters.
  • Performs other work-related duties as required.
