This position requires an employee to be onsite at 3200 Labore Rd, Vadnais Heights, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Telework is available on a limited basis. Only candidates residing in Minnesota or a state bordering Minnesota (Iowa, North Dakota, South Dakota, or Wisconsin) within 50 miles of the work address listed above are eligible for telework. Candidates residing in Minnesota and more than 50 miles from the primary/principal work address above may be eligible to telework more than 50%.

Duties and Responsibilities

As the Special Investigator, you will conduct thorough and objective employee misconduct investigations to ensure reported violations are addressed and resolved. Other duties may include:

  • Obtain information relating to internal report of misconduct through interviews, investigative techniques, and review of relevant documentation, including applicable law and regulations
  • Review and analyze investigation findings to determine whether a violation of state of department policy has occurred
  • Draft investigation responses and reports to aid in the preparation of legal and regulatory responses
  • Recommend investigation strategies and provide ongoing technical direction and support on complex investigations
  • Review case law, EEOC arbitration, Office of Administrative Hearings, and other relevant decisions regarding alleged misconduct by public employees
  • Partner with other Human Resources Business Partners to create and provide training and education

Minimum Qualifications

Three (3) years of experience conducting internal investigations involving employee misconduct. Experience must include:

  • Managing due process and just cause standards in a unionized environment
  • Collecting relevant information and assessing the credibility or reliability of witnesses, complainants, subjects, and other sources of information
  • Drafting, reviewing, and presenting reports related to investigations
  • Testifying as a witness to defend investigative methods in legal proceedings

Preferred Qualifications

Knowledge and comprehension of Minnesota Management & Budget (MMB) and Direct Care & Treatment's (DCT) policies and procedures, laws, and investigation techniques. Knowledge of the state's collective bargaining agreements. Experience in a 24-hour operation facility and county or state government. Advanced knowledge of Minnesota Statute 13.43 Personnel Data.
