This position is temporary unclassified for approximately one (1) year in duration. Approximately 50% in travel status, conducting reviews and investigations. This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

This position exists to execute the responsibilities of the Commissioner of Human Services pursuant to the provisions of the Human Services Licensing Act, the Background Study Act, Reporting of Maltreatment of Minors Act, Reporting of Maltreatment of Vulnerable Adults Act (VAA), Minnesota Data Practices Act, the Health Insurance and Portability and Accountability Act, Chapter 245A, Minnesota Statutes section 256B.0949, and other applicable state and federal laws and rules governing the provision of Early Intensive Developmental and Behavioral Intervention (EIDBI) services by a DHS-licensed agency. As EIDBI licensing work is developed and transitions from Provisional to Comprehensive standards, licensors in this position:

  • Serve as a subject matter expert for all types of licensing reviews and investigations for EIDBI services to children and young adults with autism spectrum disorder (ASD) and related conditions pursuant to these chapters.
  • Oversee Licensor II positions to monitor that the applicable regulations, processes, and procedures are followed and that there is consistency in the interpretation of the regulations and consistency in the responses provided to questions and requests for technical assistance.
  • Lead trainer and mentor for Licensor II positions.
  • Lead trainer for potential license applicants and license holders on negative action.
  • Mentor for Licensor II positions in conducting licensing and investigations of complex or problematic agencies.
  • Serve as a policy liaison within the Department of Human Services regarding EIDBI licensing statutes and rules.

Minimum Qualifications:

Three (3) years of experience leading regulatory or compliance work or in leading the development and implementation of treatment plans within a licensed or certified health or human services program. Experience must demonstrate the following:

  • Presenting or explaining information in plain language.
  • Training and mentoring staff.
  • Conducting investigations to determine compliance with applicable standards.
  • Evaluating and analyzing information and independently determining an appropriate action plan.

Preferred Qualifications:

  • Leading operations of or supervising services delivered by an EIDBI agency.
  • Knowledge of clinical concepts, characteristics, and best practices applicable to one or more of the ASD treatment modalities identified in Minnesota Statutes section 256B.0949 Subd. 13, including:
    • Applied Behavior Analysis (ABA)
    • Developmental Individual-difference Relationship-based model (DIR/Floortime)
    • Early Start Denver Model (ESDM)
    • Relationship Development Intervention (RDI)
  • Understanding of investigative techniques and their application to various situations and populations.
  • Knowledge of the role and function of other investigative agencies, law enforcement, regulatory agencies, professional licensing boards, the state's protection and advocacy agency, and the offices of the Ombudsman for Mental Health and Developmental Disabilities, etc.
  • Monitoring compliance of a licensed program operating under a conditional license, temporary immediate suspension, or revocation order.
  • Ability to independently problem solve without the consultation of their supervisor/manager.
  • Ability to communicate complex concepts, ideas, and proposals in a clear and concise manner, perform focused and relevant research, and establish and maintain effective relationships with other agencies and organizations.
  • Variety of experiences working effectively with others from different backgrounds and cultures.

Additional Requirements:

Possess a valid driver's license. Individuals in this position must be able to intermittently be able to lift up to approximately 25 pounds, drive long distances, and navigate environments that may not meet ADA accessibility standards.

This position requires successful completion of the following:

  • Criminal background check
  • Reference check
  • Fingerprinting check (MNJIS/CJIS)
  • Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually.
