This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists to manage statewide licensing of Early Intensive Developmental and Behavioral Intervention (EIDBI) benefit services for children and young adults with autism spectrum disorder (ASD) and related conditions that are licensed by the Department of Human Services (DHS). This includes managing staff who conduct inspections and investigations related to licensing, evaluating and approving licensing actions, developing policies, processes, and tools to most efficiently complete the work, and interacting with multiple stakeholders to promote understanding of the licensing processes and compliance with the regulations.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

AND Four (4) years of professional work experience managing and evaluating teams, projects, timelines, priorities or individuals; and demonstrates the following:

  • Interpreting, monitoring, auditing, or investigating compliance with health or human services related regulatory requirements.
  • Defining, developing, and applying solutions or improvements to problems, pain-points or non-compliance.
  • Determining an appropriate action to address findings of a regulatory compliance review, investigation, or audit.
  • Team building, mentoring, coaching, or training others.

Preferred Qualifications

Knowledge of State and federal rules, regulations and laws governing facilities and programs licensed by DHS, including:

  • Experience with the hiring process, including assessing applicant qualifications, interviewing applicants, and hiring individuals following DHS policies and procedures.
  • Analyzing a problem and determining a course of action when applicable regulations, policies or procedures are ambiguous.
  • Anticipate, identify and resolve complex problems or regulatory concerns.
  • Communicate clearly and effectively verbally and in writing.
  • Adaptability to new and changing regulations, processes and protocols.
  • Knowledge of contemporary autism treatment modalities.
  • Variety of experiences working effectively with others from different backgrounds and cultures.

This position requires successful completion of the following:

  • It is the policy of the Department of Human Services that the individual selected for this position successfully complete a background investigation prior to employment, including the following components:
  • Criminal background check
  • Reference check
  • Fingerprinting check (MNJIS/CJIS)
  • Complete the Criminal Justice Information System (CJIS) Security Awareness training within 3-business days from the start of employment; and successfully obtain/retain CJIS certification annually.
