Qualifications

Required Bachelor of Arts (B.A.) Degree or Significant Related Experience

Ability to establish and maintain effective working relationships with students, parents, staff, and outside agencies

Combination of education, training and/or experience necessary to successfully perform the essential functions of the work

Preferred Bachelor of Science (B.S.) Degree in Counseling, Social Work, Psychology, Education or related field

Demonstrated knowledge and understanding of school law as it relates to homeless students and community resources

Bilingual

Two years related experience providing services/support for school aged children

Experience in program evaluation

Position Summary

Under the direction of the Director Title Programs and Multilingual Student Services, the Homeless Program Liaison works in partnership with licensed Homeless staff to support the needs of the homeless student population and facilitate student's attendance and access to appropriate education. The position also acts as a resource to school staff and conducts related training.

Essential Duties

Assist in locating, identifying and enrolling homeless children and youth in school

Maintain frequent contact with shelter, motel, and hotel staff in the community to ensure the District has knowledge of new and existing families

Provide on and off site assistance with enrollment for families experiencing homelessness

Identify possible barriers for homeless families in enrolling students and follow up with school personnel to ensure enrollment is expedited

Provide parents with information regarding the needs and rights of their child, school supports, transportation options, and community resources; act as a resource to parents/guardians

Maintain a Homeless Program database

Support homeless children and youth in their education

Conduct home, school, and shelter visits to assess students' needs

Assist with behavior related conflicts and attendance related issues

Communicate with homeless tutor program

Work with schools to ensure homeless students have access to extended learning activities

Provide at-home tools to help parents become involved in helping students' succeed

Accompany parents to school meetings regarding academic concerns, behavior issues, and attendance problems

Coordinate with district nutrition personnel to arrange for services

Obtain and distribute resources necessary to promote school readiness, including but not limited to clothing, school supplies, winter outer wear, shoes, and boots

Assist homeless students with accessing after school extracurricular activities; actively seek funding and donations from community agencies to provide subsidy for students to participate

Serve as a liaison between schools and agencies providing services to homeless children and youth

Maintain a working relationship and knowledge of area resources to help families utilize all possible and available help

Maintain communication with county agencies to help ensure the safety of our students, including family and parent mental health workers and child protection workers

Assist families in accessing Children's Dental Services (CDS)

Make medical and mental health referrals as necessary

Assist parents in accessing community based youth development programs

Represent District 742 homeless families on community task forces as assigned

Identify and recruit homeless children for St. Cloud's Early Childhood Programs

Provide referrals to Early Childhood Programs; assist families in completing program registration

Track grant-funded four-year-old program slots; ensure enrollment is continuously maximized; arrange transportation through the District Transportation Department to and fro the Early Childhood Program

Facilitate transportation for homeless students

Maintain contact with families to ensure transportation can be provided on very short notice when families are moving often

Communicate all changes to families and school personnel

Facilitate professional development and other activities to heighten staff's understanding and sensitivity to the needs of homeless children and youth

Act as a resource to school-based administrators, guidance counselors, teachers, and health services personnel regarding homeless students, interpretation of homeless/school attendance policies and laws, and record-keeping requirements

Conduct annual awareness and sensitivity training to school staff including administrators, counselors, social workers, teachers, clerical staff, health services staff, bus drivers, security staff, and truancy interventionists

Assist with grant activities and budget tracking

Work with District 742 Research Manager and Homeless Liaison to implement an evaluation that provides evidence of program implementation and success in meeting goals and objectives

Assist in tracking grant money expenditures

Assist in the completion of a comprehensive evaluation report

Other duties as assigned
