Full-Time - 40 Hours Per Week - Benefit Eligible Non-Exempt Union Position (IUOE Local #49) The expected hiring range for new employees in 2025 is $29.33 - $31.28 per hour ($61,006.40 - $65,062.40 annually), depending on qualifications, relevant experience, and alignment with internal equity. The full compensation range for this position is $29.33 to $37.90 per hour ($61,006.40 - $78,832.00 annually), with the potential for additional longevity-based compensation. General Definition of Work

Performs field work activities for the County’s civil engineering needs including surveying, quantity calculations, roadway design, construction observation and material verification, and related work as apparent or assigned. Work is performed under the limited supervision of the Senior Assistant County Engineer.

Essential Functions

To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Conducts surveys on construction sites; performs construction staking; observes sites; verifies materials; collects sampling and testing data and materials. Collects information using survey equipment and practices, maps and records, drafts and designs construction plans. Performs topographic surveying on sites. Assists with Wetland Mitigation/Bridge Safety Inspections; prepares necessary field work, drafting, calculations to satisfy federal, state and local permit requirements; performs accurate and in-depth inspection of all County bridges to comply with federal and state requirements to ensure structures are safe and sound for the public. Manage and maintain field testing lab, field equipment, and inventory. Manage and collect field data on signs, culverts, bridges, and roads using GIS for asset tracking and planning. Performs other related duties as assigned.

Minimum Qualifications

Associate’s degree or technical diploma in Civil Engineering Technology or a closely related field. Moderate experience (typically 1-3 years) in civil engineering work such as surveying, construction staking, plan drafting, or construction inspection. Familiarity with the following tools and systems AutoCAD Civil 3D for plan development ArcGIS Collector or Field Maps for field data collection Trimble GPS or total station equipment with standard practices of surveying Bluebeam Revu for electronic plan markups Microsoft Excel for data entry and quantity calculations Must possess and maintain a valid Class D Driver’s License. Obtain Minnesota Department of Transportation (DOT) Aggregate Production, Grading and Base Levels I and II, Bituminous Plan Level I, and Bituminous Street certifications within one year of hire.

Working Conditions

Physical Requirements and Activity This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires walking and repetitive motions, frequently requires standing, speaking or hearing, using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and lifting and occasionally requires sitting, climbing or balancing and tasting or smelling. Sensory Requirements Work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound. Sensory Utilization Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities. Environmental Conditions Work regularly requires exposure to outdoor weather conditions, frequently requires exposure to wet, humid conditions (non-weather), working near moving mechanical parts and working in high, precarious places and occasionally requires exposure to fumes or airborne particles, exposure to toxic or caustic chemicals and exposure to vibration; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
