This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. Flexible work hours may be permitted with supervisor approval.

This position is responsible for providing leadership and supervisory oversight within the Behavioral Health Administration (BHA). Specific responsibilities include supervising staff and projects across program areas, including but not limited to Adult Mental Health Initiatives (AMHI), Intensive Residential Treatment Services (IRTS) and Assertive Community Treatment (ACT), Innovative Grant Programs, Residential Crisis Stabilization (RCS), and the State Advisory Council on Mental Health and Children's Subcommittee. This supervisor ensures the BHA fulfills its responsibilities related to Minnesota Health Care Programs mental health benefits coverage and state and federal grants by overseeing staff who manage grants, providing policy guidance to counties, tribes, providers and the general public, and delivering technical assistance and training.

This position works as a member of the management team to utilize fiscal expenditures, data, program evaluation, and quality indicators to recommend and implement policy changes to mental health services. This position leads efforts to assess service quality and value, identify gaps in the continuum of care, guide improvements to existing programs, and develop new services for adults with mental illnesses. This position ensures the sustainability of evidence-based mental health practices, including provider workforce training. The supervisor applies systems change strategies and quality monitoring techniques to support continuous quality improvement and a recovery-oriented system of care. This position contributes to management-level strategies and fiscal decision-making across BHA.

Key projects include collaborating with counties and tribes to maintain and expand mental health services, supporting integrated treatment models, and combining best practices for combining mental health and substance use care. This position directs staff and partners in developing new mental health service and payment models and holds primary responsibility for collaboration with counties and tribes. The role also works closely with other BHA teams and the DHS Health Care Administration (HCA) on policy, rates, contracts and provider relations. This position collaborates closely with the Integrated Services and Substance Use Disorder division teams to ensure cohesive delivery of mental health and substance use disorder treatment services to best serve Minnesotans in need.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee - Experience must include:
  • AND
  • Four (4) years of specialized advance-level experience working with human services programs providing oversight that includes mental health policy administration, financial management, and treatment services.
  • Experience must include:
  • Clinical training and experience working in the mental health service delivery system.
  • Knowledge of Mental Health treatment service system in Minnesota, including detailed knowledge of funding for mental health services.
  • Experience administering and managing large budgets with multiple funding sources.
  • Knowledge of current mental health evidence-based practices, mental health national outcomes measures, and federal block grant reporting requirements.
  • General understanding of Federal Mental Health Medicaid funding, rules and regulations.
  • Practical understanding of mental health crisis response.

Preferred Qualifications

Variety of experiences working effectively with others from different backgrounds and cultures.

Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns.

Grant management skills, including tracking grant awards to ensure responsibilities, expectations, and performance outcome objectives are met.

Program management skills to evaluate services that include analyzing and initiating policy discussions for improving mental health services.

Understanding of the legislative process.

Familiarity with BHA's service delivery models.

Master's Degree or higher in Human Services, Mental Health, or related field.
