Transactions Technician
This position provides technical support to the Department of Employment and Economic Development (DEED) Human Resources (HR) Office and the Public Facilities Authority (PFA). This includes processing personnel transactions in the Statewide Employee Management system (SEMA4), providing technical support and assistance to agency staff, providing general support to HR staff, and maintaining electronic personnel records in Laserfiche, the electronic document management system (EDMS). This position will have Designated Department Insurance Representative (DDIR) responsibilities for DEED and provide employees with benefits and retirement information. Additionally, this position backs up the HR leave coordinators and other transactions specialists in the department. Job duties are done in accordance and compliance with applicable contracts, plans, laws, statutes, and policies and procedures.
Responsibilities include:
- Process timely and accurate personnel transactions in the State's personnel/payroll system (SEMA4).
- Serve as a Designated Department Insurance Representative (DDIR), providing benefits information to employees.
- Serve as a Retirement Coordinator, working through the retirement process with employees.
- Perform general administrative activities and electronic document filing.
- Provide support and assistance to staff and customers on personnel issues.
- Advise managers, supervisors, and employees on various human resources inquiries.
This position is telework eligible. Staff are provided with the tools and equipment to be successful in a virtual work environment. Please note, the telework policy could change with notice based on business needs.
This vacancy is being posted at two (2) different levels. Finalist(s) will be placed at the level dependent on the qualifications met.

Minimum Qualifications
Minimum Qualifications for HR Technician 1:
- Ability to identify and address multiple duties, work under pressure, and be flexible with changing priorities.
- Demonstrated organizational skills showing the ability to prioritize work, independently initiate actions to meet deadlines, establish and maintain recordkeeping systems, training aids, and complete all aspects of assignments under minimal supervision.
- Customer service and communication skills sufficient to provide clear, concise, and accurate explanation of HR policies/procedures in person, on the phone, or through written correspondence timely and with respect.
- Ability to maintain attention to detail while experiencing frequent interruptions.
- Problem solving skills sufficient to review and interpret laws, statutes, or collective bargaining agreements and perform job duties effectively.
- Computer software skills (e.g. word processing, spreadsheet, and database software) and keyboarding skills sufficient to accurately review and enter data, create employee letters and memos, run reports, etc.
- Demonstrated ability to maintain confidentiality and handle sensitive information.
Minimum Qualifications for HR Technician 2:
- One (1) year of para-professional/technical experience performing HR functions including human resources transactions and benefit administration in the public sector.
- Ability to identify and address multiple duties, work under pressure, and be flexible with changing priorities by working semi-independently handling, prioritizing and completing a variety and significant volume of HR data correctly and timely.
- Customer service and communication skills sufficient to provide clear, concise, and accurate explanation of HR policies/procedures in person, on the phone, or through written correspondence timely and with respect.
- Ability to maintain attention to detail, confidentiality and handle sensitive information while experiencing frequent interruptions.
- Problem solving and decision-making skills sufficient to recognize problems, identify causes, research and evaluate alternatives, and choose/recommend the most effective action/solution.
- Computer software skills (e.g. word processing, spreadsheet, and database software) and keyboarding skills sufficient to accurately review and enter data, create employee letters and memos, run reports, etc.
- Knowledge of collective bargaining agreements and experience working with them or employment contracts.
Preferred Qualifications
- One (1) year of paraprofessional/technical experience performing HR functions including human resources transactions and benefits administration for the State of Minnesota.
- Experience reviewing and entering transactions into SEMA4.
- Experience working with and applying provisions of union/employment contracts, Minnesota Management and Budget's Administrative Procedures, and the Minnesota Data Practices Act.
- Experience using data reporting systems.
