To manage and coordinate the statewide, day to day operations of the Jurisdictional Transfer, Pavement, and Traffic Programs within State Aid of Local Transportation. As a technical resource, helping to ensure consistent and equitable transfers of roadways, and pavement research, design, construction and preservation through the management and implementation of developed goals, objectives, and policies.
This position is located at Central Office in St. Paul and may have the flexibility to telework, work a hybrid schedule, or work in the office. The incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.
Minimum Qualifications
Licensure as a Professional Civil Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geoscience and Interior Design (AELSLAGID). If obtaining licensure through Comity (reciprocity), a practice pending letter from AELSLAGID must be provided to MnDOT HR prior to starting employment.
AND
Three years of experience as an Engineer Senior or equivalent that demonstrates:
• High level of knowledge of the operations of State Aid and its relationship to the divisions of MnDOT and to local units of government and the authorities of each.
•High level knowledge of legislative, department and local agency budgeting processes.
•Ability to initiate, formulate, prioritize, and manage an on-going program that meets statutory requirements, balances competing interests and maximizes the available funding for project delivery.
•Strong oral communication skills to mobilize action to achieve organizational goals, to coach and advise other program staff, to speak to individuals and groups to resolve differences of opinion and to testify before departmental policy committees and at other public forums.
•Valid Class D driver's license.
Preferred Qualifications
•Strong ability and willingness to mediate and utilize conflict resolution skills to develop consensus for solutions to accomplish jurisdictional transfers.
•High level knowledge of federal, state, MnDOT, state aid and local funding processes and options that can be pursued to maximize the ability for jurisdictional transfers to occur.
•Strong human relations skills to build relationships with MNDOT and local agency staff and managers to effectively assist each in understanding complex and oftentimes, competing relationships and political agendas.
•Ability to read, understand and interpret legislative intent and department policies and processes to effectively manage the jurisdictional transfer program.
