This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. This position exists to provide leadership and supervisory oversight to the Mobile Crisis Team within the Behavioral Health Administration (BHA). All responsibilities are carried out in compliance with applicable county, state, legislative, tribal and federal government authorities, and within the framework of the vision, mission, and strategic plans for the Behavioral Health Administration (BHA) of the Department of Human Services (DHS).

Specific responsibilities include supervision of staff and projects led by members of the Administration. The Mobile Crisis Team is responsible for creating, interpreting, communicating, and implementing policy as it relates to mobile crisis response and stabilization services.

This position will supervise professional staff who develop and implement policy for mobile crisis services and expansion of crisis services across the state and in collaboration with the MDH 988 team to oversee integration. The Mobile Crisis Team is responsible for administering grant funding related to these services as well as maintaining compliance with Medicaid and other federal and state funding streams directed toward these programs. This team is also responsible for providing policy guidance and technical assistance to providers, certifying programs, tribes, and counties according to state statutory and federal Medicaid State Plan requirements.

The supervisor works as a member of the Integrated Services leadership team to utilize fiscal expenditures, data, program evaluation, community input, and quality indicators to recommend and implement policy changes to behavioral health services. This position plays a leadership role in the ongoing assessment of quality and value of services to identify gaps in the continuum of care that may lead to the improvement of existing or development of new or emerging infrastructure and support services for adults and children with behavioral health needs. This position is responsible for overseeing the ongoing efficacy of evidence-based practices, services that support high-quality person- and family centered, trauma-informed treatment, including provider workforce training.

Some responsibilities include, but are not limited to:

  • Supervise the Mobile Crisis Team to develop and implement behavioral health policies by using DHS human resource management practices and concepts so that employees' work activities are customer driven, of high quality, and are pursuant to DHS procedural and negotiated standards.
  • In a supervisor capacity, provide overall project direction and oversight to the Mobile Crisis Team's grant management activities for all team members.
  • Responsibilities also include contributing to the development of new infrastructure and systems transformation strategy, in addition to managing and maintaining current infrastructure, services, supports, and funding.
  • This position is responsible for developing, implementing, and managing demonstration projects, pilots, and grant programs as related to infrastructure development and systems transformation services.

Minimum Qualifications

Demonstrated leadership experience. Leadership experience can include:

  • Experience as a supervisor, lead worker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g., ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g., ERG) - Experience must include:
  • 1+ year of experience identifying issues, goals and strategic actions
  • 100+ hours per year time commitment

AND

Four (4) years specialized experience working with crisis delivery systems or services that demonstrates the following:

  • Practical experience creating and delivering services that includes knowledge of current and emerging behavioral health services.
  • Extensive knowledge of the behavioral health treatment services system in Minnesota including detailed knowledge of funding for behavioral health services through MHCP and grant funding mechanisms.
  • Experience with policy development and implementation.
  • Program management experience that includes knowledge of process improvement methods.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures; including but not limited to Minnesota Tribal communities.
  • Strong human relations and communication skills; communicate clearly and professionally both verbally and in writing; respond openly to requests and concerns for internal and external stakeholders.
  • Understanding of the state legislative development process sufficient to develop successful legislative policy and/or budget proposals and to prepare related documents.
  • Bachelor's degree or higher in social work, psychology, public policy, or another related degree field.
  • Independent licensure as a mental health professional and/or licensed alcohol drug counselor.
