This position is eligible for telework for applicants who reside in Minnesota or in a bordering state, with supervisory approval and satisfactory performance. If you live in a state bordering Minnesota, you must live within 50 miles or less from the primary work location to be eligible for telework.

The purpose of this position is to lead the team of health care staff responsible for establishing rates based on the providers' incurred costs for providing services, hospital rate setting, managing payment policy for Tribal and Indian Health Service providers and systems design for the service coverage available to enrollees in Medical Assistance (MA) and MinnesotaCare (MNCare), as well as developing and maintaining the requirements and processes for supplemental payments made to various providers.

This position also represents the department's positions at various internal and external forums regarding rate setting policies, rates, and systems design, and provides collaborative leadership to various stakeholders including, but not limited to, enrollees, providers, other third-party payers, department management and staff and the legislature.

Minimum Qualifications

Demonstrated leadership experience*

*Leadership experience can include:

  • Experience as a supervisor, leadworker, team lead, project lead;
  • Completion of a State of Minnesota leadership program (e.g. ELI, L4);
  • A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:

AND

5 years of extensive experience and expertise articulating, interpreting, analyzing and presenting complex health care rates and data, particularly payments made to hospitals.

Preferred Qualifications

  • Bachelor's degree in Economics, healthcare policy, math, statistics, or other related field.
  • Ability to effectively communicate both orally and in writing.
  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Ability to translate technical information to both technical and non-technical audiences.
