About the Behavioral Health Administration (BHA) - BHA is an administration of the Minnesota Department of Human Services (DHS) responsible for ensuring access to high-quality mental health, substance use disorder, and integrated behavioral health services for Minnesotans across the lifespan. BHA administers behavioral health policy, oversees federal block grant programs, and manages Medicaid-funded behavioral health services - working in partnership with counties, tribes, providers, and communities statewide. BHA is committed to advancing equitable access to behavioral health services and to building a workforce that reflects and understands the communities we serve.

About the Role – The Budget & Finance Director is the primary fiscal authority and senior advisor to the Assistant Commissioner and the BHA's senior leadership team. This senior leadership position has wide latitude to shape fiscal strategy, influence policy, and direct three multidisciplinary teams: Federal Grants Management, Behavioral Health Payments and Rates, and Fiscal Operations. You will report to the BHA Deputy Assistant Commissioner and serve as a visible member of BHA's senior leadership team. In addition, key responsibilities of this position include:

  • Provide executive-level direction over the establishment, oversight, and maintenance of BHA's complex operational and programmatic funding and budgets.
  • Direct development and oversight of BHA's operational and programmatic budgets, including final authority over expenditure transfers and budget activity accounts.
  • Supervise three management-level direct reports and their teams, ensuring quality outcomes, staff development, and state and federal compliance.
  • Serve as BHA's strategic liaison to the DHS Chief Financial Officer, Financial Operations Division, and Minnesota Management and Budget (MMB).
  • Manage budget activity level reporting for all aspects of BHA's approximately $415 million in combined administrative and grant budgets to support informed executive decision-making.
  • Embed an equity lens into budget processes—attending to how resource allocation decisions affect communities experiencing disparities in behavioral health access and outcomes.

Minimum Qualifications

Professional leadership or supervisory experience.

AND

Two (2) years of advanced level experience managing budgets, spending plans and fiscal policy direction programs for a public or non-profit organization along with the required experience listed below.

OR

Five (5) years of highly skilled financial work experience providing leadership or supervisory experience supporting budgets, spending plans and fiscal policy directions for a public or non-profit organization along with the required experience listed below.

Required experience includes the following:

  • Managing large, complex budgets across multiple funding sources, appropriations, or grant funds.
  • Developing or advising on fiscal policy, budget strategy, or multi-year spending plans in a complex organizational setting.
  • Providing fiscal analysis, guidance, or recommendations to senior or executive leadership to support high-stakes decision-making.
  • Managing funds across multiple appropriations or funding streams, including monitoring expenditures to ensure funds are used within required timelines and in compliance with applicable requirements.

Preferred Qualifications

  • Variety of experiences working effectively with others from different backgrounds and cultures.
  • Experience managing budgets at significant scale (e.g., $50 million or more) across administrative and grant funding sources.
  • Experience supervising supervisors or managers who lead their own technical teams.
  • Experience with federal grant compliance, reporting, and fund administration — in any program area.
  • Experience with government payment policy, reimbursement systems, or rate-setting processes in health, human services, or other publicly funded context.
  • Familiarity with Minnesota Management and Budget (MMB) systems, DHS financial operations, or equivalent state agency fiscal processes.
  • Knowledge of Minnesota's behavioral health system, Medicaid program structure, or public assistance programs.
  • Experience applying an equity lens to budgeting, resource allocation, or fiscal policy — including attention to outcomes for communities facing systemic disparities.
  • Experience working effectively across diverse communities, cultures, and backgrounds — whether with colleagues, clients, partner organizations, or the public.
  • Familiarity with legislative or intergovernmental relations, including experience navigating political dynamics across agencies, branches of government, or other stakeholder environments.
  • Experience applying project management or continuous improvement practices to track progress, measure outcomes, and drive operational results.
  • Experience leading cross-functional teams or workgroups, including facilitating meetings, setting clear direction, and supporting staff through complex or changing priorities.
  • Demonstrated ability to synthesize complex information and present it clearly to diverse audiences — including executive leadership, policymakers, community members, or other stakeholders with varying levels of technical background.
