This is an Army National Guard Title 32 excepted service position. This National Guard position is for a Title 32 Assistant Hr Officer (Mi Hro) (Dual Bid Agr 25-105), Position Description Number Ngd1023p01 and is part of the Mi Hr Office Air, Michigan Army National Guard. This is a dual-bid announcement with Agr# 25-105. This position is a single incumbency located in the Jfhq-State Human Resources Office (Hro). The incumbent is the Assistant Human Resources Officer serving as the full assistant to the Human Resources Officer. The incumbent shares in and assists the Human Resources Officer with respect to all delegated authority by The State Adjutant General/Commanding General (Tag/Cg) to plan, direct and administer all Hr programs for all Army and Air National Guard (Ang) Full-Time Workforce (Military-Active Guard and Reserve Status and Civilian-Title 5/32) within the State/Territory/District of Columbia (S/T/Dc).
1. The incumbent serves as a full assistant to the Human Resources Officer. The incumbent shares in and assists the Human Resources Officer with advising Tag/Cg, staff elements, and operating official on matters pertaining to manpower and Hr management. Develops and administers S/T/Dc rules and procedures adapted from policies prescribed by the U.S. Office of Personnel Management (Opm), Department of Defense (Dod), Department of the Army (Da), and Air Force (Daf), National Guard Bureau (Ngb), and other Government Agencies.
2. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
3. The incumbent shares in and assists the Human Resources Officer with directing Hr Office programs and projects, and carry out assigned missions; plans, directs, coordinates, and expedites special projects and actions appropriate for each program, when tasked will undertake special studies.
4. The incumbent shares in and assists the Human Resources Officer with responsibilities for mobilization planning as pertains to the requirements of the Full-Time Workforce and Hr Office (Hro) responsibilities.

Military Grades: O5-O6 SPECIALIZED EXPERIENCE: The incumbent provides the full range of management advisory services for the S/T/Dc. Work consists of Hr projects and studies that require analysis to develop program goals and plans to increase interrelated issues of effectiveness and efficiency of mission-oriented Hr programs for the entire Full-Time Workforce within the S/T/Dc. Incumbent provides expert advisory services to all level of management officials. Develops policies, procedures, and systems for the implementation of S/T/Dc Hr programs. The work involves decisions regarding what needs to be done that include major uncertainty in approach, methodology, and/or interpretation resulting from such elements as continuing changes in programs and conflicting requirements. Specialized experience, education, or training involving the administering, delivering, maintaining, advising, and adapting basic concepts, principles, and theories of Human Resources to the unique organizational, management, and mission requirements.
