Finance Services Specialist

Does the opportunity of working in a fast-paced environment, utilizing your skills in government or school district finance, sound challenging?

As the Finance Services Specialist, you will perform Maricopa County financial, budget and procurement activities with our employees and monitor financial performance for the agency. In addition, this position provides school districts financial support for the districts the Maricopa County School Superintendent's Office serves as the Fiscal Agent. This position also will work closely with the Maricopa County Treasurer's Office and our banking partner.

The Office of the Maricopa County School Superintendent is led by the Elected Superintendent. The office is statutorily responsible for providing services supporting school governing board elections, bond and override elections, appointments, school finance, and maintaining homeschool and private school records. The superintendent leverages the office to strengthen teacher voice, increase respect for the education profession, and create resources that expand the capacity of teachers, administrators, and support staff. The superintendent also oversees the Maricopa County accommodation district.

We Require:

  • Two years of clerical accounting, bookkeeping or specialized administrative experience
  • High school or General Educational Development (GED) equivalent
  • Other combinations of education and experience may be considered in substitution for the minimum qualifications

We Also Value:

  • Bachelor's degree in Accounting, Finance, Administration, or related field
  • Public sector Fund Accounting experience
  • Experience using financial accounting system(s)

Job Contributions:

  • Provides general accounting reconciliations, prepares journal vouchers, documents processes, develops policies and procedures, researches accounting issues, and provides recommendations
  • Supports the daily activities of the department, which include various aspects of internal and external financial reporting as well as general accounting and reconciliation functions
  • Monitors, evaluates, reconciles, and reports on information and general ledger activity
  • Develops, documents, and maintains written procedures for various accounting and financial activities as needed
  • Reviews and audits a variety of accounting and financial documents, ensuring accuracy and makes correcting entries when necessary
  • Reconciles bank statements, cash, or accounts and resolves irregularities
  • Maintains knowledge of relevant computerized data systems and calculations
  • Performs procurement and payment functions
  • Maintains detailed accounting backup and reports
  • Ensures all appropriate voucher documentation required from school districts are completed in a timely manner. Follows up with school districts regarding any missing documentation. Escalates any persistent issues as appropriate
  • Ensures all certified school district employee certificate information is received and data-entered in a timely manner for the release of payroll warrants in accordance with ARS 15-302. Provide guidance regarding improper certified account funding for non-certified employees
  • Ensures proper release of any school district warrants to pre-authorized couriers or district personnel only
  • Process fund deposits into the appropriate accounts
  • Process warrant cancellations, lost warrant affidavits, and voids by working with school districts and the Maricopa County Treasurer
  • Communicates with school district personnel regarding process issues via phone, email, or in-person meetings
  • Utilizes the variety of available resources to provide support and guidance to school districts regarding financial processes and procedures set by Arizona Revised Statutes, and any Federal guidelines
  • Separates and distributes warrants issued for Payroll, Accounts Payable (including payroll deductions), Garnishments, and other manually issued warrants
  • Process Garnishments
  • Provides backup to other divisions as needed and performs other duties as assigned

  • Work includes interruptions, time pressures, high volumes of work, and handling multiple, unscheduled, or changing tasks
  • There is a constant need for accuracy, concentration, vigilance, and teamwork
