This position is in the District 04 Design Section of the Department of Transportation and Development and reports directly to the Water Resources Engineer (Engineer 6). This position serves as the Lead Water Resources Permit and Design Technician for DOTD, District 04. This vacancy is a promotion open to current DOTD employees only and may be filled by a detail to special duty.
Minimum Qualifications: Possession of a high school diploma or GED plus three years of sub-professional engineering experience. Substitutions are available.

Hydraulic and Hydrological Design: Utilizes a thorough knowledge and understanding of Department procedures, policies, standards/specifications, and guidelines for the design of water resource projects. Assists in performing storm water modeling and design calculations for culverts, levees, drainage channels, and detention basins using LA DOTD hydraulic programs.
Supports the development of design documentation for flood mitigation and slope protection projects, including riprap sizing, spillway design, and erosion control measures. Provides advice, technical expertise, and trains lower-level Engineering Technicians in design procedures, specifications, and standards.
Levee and Dam Systems: Participates in condition assessments and documentation for levees and dams. Assists in the planning and oversight of minor repairs or capital improvement projects for flood protection structures. Coordinates with the Dam Safety Program and Levee Safety Program on inspection findings and corrective actions.
Permits: Serves as district liaison for the Levee Safety Program, assisting in the review of public and private permit applications that affect levees, drainage features, or water control structures. Performs technical reviews of permit submittals for hydraulic impact, levee integrity, and encroachment. Receives and processes DOTD driveway/construction permits for compliance with policies, regulations, and standards with regard to drainage on the state R.O.W. Provides training or technical guidance to junior staff or consultants on permit requirements. Leads quality control and inspection for approved permit applications.
Engineering Documentation and Plan Development: Prepares maps, technical figures, and layout drawings using CAD and GIS software to support permit reviews and project development. Reviews project plans for consistency with hydraulic design requirements.
