Section 40 – Construction 40/E6DCL/89231/08.27.25-BH

This position serves as the primary point of contact for approximately thirteen (13) Project Engineers in two (2) or more Districts for all construction related complex problems, which cannot be solved at the District level. This position also serves as DOTD's technical expert on a statewide basis in the field of Construction (Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, or Scheduling).

Minimum Qualifications

Possession of a current Louisiana license to practice professional engineering plus one of the following:

  • Two years of licensed engineering experience; or
  • Six years of professional engineering experience.

EXPERIENCE SUBSTITUTIONS:

  • A master's degree in engineering will substitute for one year of professional engineering experience.
  • A doctorate degree in engineering will substitute for two years of professional engineering experience.
  • Advanced degrees will substitute for a maximum of two years of professional engineering experience.
  • There is no substitution for licensed engineering experience.

NOTES:

  • Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience.
  • Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
  • Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.
  • Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Licensing requirements may be viewed at www.lapels.com.

Supplemental Qualification Requirements

Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position. The Supplemental Qualifications for this vacancy are as follows:

  • One year of licensed engineering experience in specialized areas of Construction including, but not limited to Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, Scheduling or construction contract administration; OR
  • Five years of professional engineering experience in specialized areas of Construction including, but not limited to Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, Scheduling or construction contract administration.

Job Duties and Other Information

Job Duties:

  • Serves as point of contact for all construction activities in these Districts for the District Area Engineers, Project Engineers, Contractors, and all other Sections within the Department, as well as citizens within these Districts.
  • Resolves technical or highly complex engineering problems, which may evolve during the construction phase of projects.
  • Investigaes and makes recommendations concerning plan changes and/or special agreements for engineering validity and soundness.
  • Reviews plans and specifications prior to construction to ensure constructability of the final plans, investigates, and makes recommendations that will minimize plan changes, expedite construction of the project, and eliminate unnecessary costs.
  • Serves as the Department's technical expert in the areas of Construction (Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, or Scheduling).
  • Advises and/or recommends resolutions to the Director of Construction and Materials, Construction Engineer Administrator, the Chief Engineer and Undersecretaries on contractors' claims, lawsuits, and construction related problems.

Position-Specific Duties:

  • Appointment Type: This position may be filled as probational, job appointment, detail to special duty, or promotion of a current DOTD employee.
  • Supplemental Qualification: One year of licensed engineering experience in specialized areas of Construction including, but not limited to Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, Scheduling or construction contract administration; OR Five years of professional engineering experience in specialized areas of Construction including, but not limited to Portland Cement Concrete Paving, Asphalt Paving, Base Course and Embankment Construction, eConstruction, Structural Concrete, Alternative Delivery Contract Management, Scheduling or construction contract administration.
  • Compensation: This position has a special entrance rate of $3,316.00 Biweekly. Multiple vacancies may be filled from this announcement.
