The LM Space RF Talent Center is seeking a Payload Systems Engineering Manager to lead the Payload Systems Engineering organization for the GPS program! This role will be accountable for the design, development, integration, test, and delivery of multiple payload subsystems—including digital and RF components—that convey mission data across the GPS satellite constellation. The manager will supervise a technical staff of Certified Principal Engineers (CPEs) and Responsible System Engineers (RSEs), ensuring that all flight hardware and payload subsystems meet rigorous performance, schedule, and cost objectives. The GPS Payload Systems Engineering Manager will:

• Direct the Payload Systems Engineering effort for the GPS navigation portfolio.

• Foster a culture of technical excellence, innovation, and continuous improvement.

• Own all payload work products: specifications, requirements, analysis reports, verification & test plans, and strategies.

• Lead or oversee trade studies, ensuring technical and programmatic impacts are fully evaluated.

• Be the responsible Cost Account Manager (CAM) over three separate IPTs – Navigation Payload Element (NPE), Hosted Payload Element (HPE) and Network Communication Element (NCE)

• Validate performance requirements through analysis, modeling, and test.

• Align payload engineering schedule with overall program development, delivery, and integration milestones.

• Coordinate with Program Management, Chief Engineer, and Integrated Product Teams (IPTs) to communicate status, risks, and technical decisions.

• Work closely with Manufacturing, Integration, Test, and Mission Operations to guarantee payloads meet mission needs.

• Provide vision, direction, and mentorship for the Payload Systems Engineering team.

• Develop and execute a human‑capital plan covering manpower forecasting, skill development, knowledge sharing, performance reviews, and training.

• Oversee preparation and maintenance of payload specifications, analyses, and test methods.

• Produce clear, concise technical documentation and briefings for decision‑makers

Desired skills:

• Previous functional management experience

• BS in Electrical Engineering, Aerospace Engineering, Systems Engineering or related discipline or equivalent experience

• Excellent communication and interpersonal skills, including a demonstrated ability to interact effectively with customers, suppliers, management, and peers

• Cost Account Manager (CAM) training and/or experience

• Experience/Ability to work in a fast paced environment

• Demonstrated experience with delivering communication hardware or software systems for space applications

• Familiarity with specifying, developing, testing, delivering RF or Digital Hardware for space applications

• Integrated Product Team (IPT) lead and/or Certified Principle Engineer experience/training or equivalent

• Active Top Secret clearance
