Network Operations Center (NOC) Manager

Leidos is seeking a Network Operations Center (NOC) Manager with an active Top Secret clearance to join our growing team, in support of Security Engineering Programs – Center for Information Systems Security (SEP-CISS). This position will manage the day-to-day operations of a 24/7 NOC team consisting of 9 employees. This position requires the ability to work flexible hours in support of NOC operations in Chantilly, VA. The ideal candidate will be a technically capable, inspirational leader, and team player with strong communication, management, analytical, and problem-solving skills; with a proven ability to thrive in environments that constantly embrace new technology. Due to the sensitive & classified nature of this program, telework is not available.

Primary Responsibilities

  • Manage and oversee the daily operations of the Network Operations Center (NOC) & Help Desk.
  • Ensure the availability and performance of the network, application, & server infrastructures.
  • Develop and implement network/application monitoring and incident response procedures.
  • Collaborate with cross-functional teams to troubleshoot and resolve network, application, & server issues.
  • Identify opportunities for process improvement and implement best practices.
  • Manage the scheduling of NOC employees, ensuring 24/7 coverage requirements are met.
  • Perform QA checks against team deliverables such as: incident and request item tickets.
  • Development of new and existing staff, including developing training requirements.
  • Supporting non-traditional IT systems (e.g. ICS/SCADA/unattended platforms)

Basic Qualifications

  • Active Top-Secret clearance
  • Experience with ITSM (IT Service Management) tools managing incident, request, CMDB, and knowledge bases.
  • Experience with NMS (Network Monitoring System) and prioritizing incident response.
  • Ability to meet in-person (at least quarterly) with members of a 24/7 team to support individual & team development.
  • Experience providing desktop/end user support.
  • Familiar with virtualization, Linux & Windows servers, databases, & SaaS.
  • Familiar with network equipment platforms. (Ex: Juniper, Cisco, PaloAlto)
  • Quality assurance experience, including ensuring the quality of any team deliverables, auditing team interactions with the ITSM tool and customers, etc.
  • Basic working knowledge of VPNs.
  • Basic knowledge of Cybersecurity best practices.
  • Degree is not required; experience and expertise are critical to this role.
  • Strong written and oral communication skills required.
  • Highly effective teamwork and collaboration abilities.
  • Must be able to work independently on a project, seeing it from inception to completion.
  • Must possess strong organizational skills and strong interpersonal skills to effectively relate to Leidos and customer needs.

Preferred Qualifications

  • Experience with Servicenow.
  • Experience with SolarWinds.
  • Experience with PC imaging, installs, hardware troubleshooting, etc.
  • Lifecycle management experience (Acquisition thru Disposition).
  • Experience with configuration and troubleshooting of Taclane encryption devices.
  • Experience with Linux and Windows servers, databases, AWS, and Hyper-V.
  • Experience with configuring and troubleshooting network equipment: Juniper, Cisco, Palo Alto
  • Experience with configuring and troubleshooting VPN's.
  • Experience with implementing Cybersecurity best practices.
  • Experience with endpoint cybersecurity tools (Trellix, McAfee ePO)
