Knowledge and Skills Must possess strong interpersonal skills successfully implementing change in a heavily unionized environment. Must possess excellent verbal, writing, and basic accounting skills. Experience Minimum of 3-5 years of direct project management experience in one or more of the following: Department of Transportation, Federal Railroad Administration, American Railway Engineering and Maintenance-of-Way Association, Association of American Railroads, Occupational Safety and Health Administration rules and regulations, Or other federally regulated industries. Minimum of 3-5 years of experience managing project budgets and life cycle forecasting. Prefer a certification such as PMP, and this would be a plus. Prefer experience with MS Projects or other scheduling software; this is a plus. Proficient understanding of construction means and methods. Proven project management experience with demonstrable proficiency in the use of project management tools and processes. Commercially astute with good negotiating skills. Key personal traits: forward thinking, proactive, resilient, sound judgement, innovative where it is required, driven by a relentless pursuit of excellence. Good Excel and PowerPoint skills helpful. Highly motivated and driven professional, able to manage multiple high priority projects simultaneously. Strong work ethic. Demonstrated leadership and influencing skills.

Key Accountabilities To develop robust project plans covering the full life cycle of the project to ensure delivery of project in line with quality, cost, and time objectives. To establish costs, resources, accurate timelines to develop business cases and Project Initiation documents. Coordinate cost estimating, budgeting, and monitoring and control for construction projects and support services. Effective construction and management of project budgets. Effective and timely recovery of all project costs to ensure KCS margin targets. Represent KCS-Engineering at construction, track outages, site inspections, as well as payment and payment documentation meetings with the MBTA. Lead procurement and tendering of project to ensure risk of project delivery and cost are balanced. Manage project effectively from initiation to completion. Effective negotiation and management of the contract with the Supply chain. Assess, mitigate and manage all project risks, dealing effectively with issues that arise. Develop specifications for subcontractor scopes of services. Responsible for detailed design scrutiny, ensuring that the chosen designs support the reliability, availability, ability to be maintained and safety requirements of the System while ensuring compliance with all industry and mandatory standards. Report and communicate effectively, facilitating timely decision making and progress through milestones. Ensure safety and quality assurance that appropriate mandatory, MBTA and KCS standards are being delivered both internally by KCS staff and externally by KCS suppliers. Other duties as assigned.
