Role Title: Manager of Service Design – Special Projects

Role Purpose: Assist the Sr Manager of Schedules, Service Design, & Strategy in the development of resilient train schedules and operating plans for long term diversions and future service proposals.
Minimum Knowledge and Experience: Bachelor's degree from accredited institution, OR Five (5) years of experience in the railroad, transportation, civil engineering or related fields, OR Two (2) years working as a Train Dispatcher, Terminal Operations Manager, or in a role directly interfacing with HASTUS and/or Rail Traffic Controller software. Experience with railway operations, signals, and/or dispatching preferred.
Skills: Knowledge of or ability to learn and retain specific technical terminology, physical characteristics, and operating practices for a complex and expansive rail network. Ability to work on multiple assignments at the same time, ensuring proper prioritization, adherence to deadlines, and extreme accuracy in work. Ability to present complex operational problems and trade-offs to different levels of management. Relentless drive to solve problems and provide optimal service for our customers.
Key Accountabilities: Demonstrates understanding and adheres to the KCS principles of Employee Engagement, Operational Excellence, Safety & Security, and Economic Performance. Schedule Development: Assists the Sr Manager of Schedules, Service Design & Strategy in the development of train schedules for schedule changes, special events, and future service concepts. Determines required operational changes to support long-term outages and service expansions. Maintains list of times and blocks where track and infrastructure maintenance can occur throughout the network and liaises with Engineering Department to ensure proper utilization of windows. Translate schedules and operating plans into a format that is easily understandable by dispatchers and other Transportation personnel. Assists in development of master track assignment plan, including all planned routings and platform assignments for line blocks and terminal areas throughout the network. Conducts field visits to analyze service plans and makes suggestions for improvements. Reviews schedule proposals to ensure resiliency, identifying potential performance risks in operating plans and proposing solutions to mitigate.
Ridership, Crewing, and Equipment Analysis: Assists the Senior Manager of Schedules, Service Design & Strategy in the development of base equipment and crew plans for schedule changes, special events, and future service concepts. Observes ridership trends and identifies areas where increased size capacity may be needed. Participate in good faith negotiations with Train and Engine Service Crew Unions to finalize crew assignments. Updates and inputs schedules, equipment cycles, and crew runs into HASTUS software. Collaborate with Mechanical Department to establish equipment maintenance windows and assist with long-term fleet allocation planning.
Performance Enhancement: Analyze delay and overcrowding data to right size journey times, consistent length, and crew size as needed. Develop network knowledge to diagnose operational challenges and provide solutions. Assist with development of run and dwell times included in train schedules.
Working Conditions (including Physical Demands): Environment: Primarily office with frequent field visits. Exposures: When in field there will be potential for loud noise, weather, or rough terrain. Essential Physical Requirements: Typing, ladder climbing. Physical Effort/Lifting Requirement v. Sedentary position: Minimal. Travel Requirements: Minimal, with the potential for visits to other Keolis properties as needed. Weekend work Requirements: As needed.
