Civil Engineer (Solid Waste)
JGMS Government Services is seeking a Civil Engineer (Solid Waste) in Kevil, KY (Paducah). This full-time, on-site position offers a salary range of $111,000 to $131,000 based on qualifications. The scope includes performing senior level design engineer duties within the Regulatory Decision Integration organization, specifically on the On-site Waste Disposal Facility (OSWDF) Project. The role involves civil engineering with a specialization in hazardous and solid waste disposal facility design duties and activities. Key responsibilities include site characterization, landfill facility design and construction, construction quality assurance, hazardous/solid waste planning, static and seismic slope stability evaluations, civil infrastructure design, applications of geosynthetics, and permitting and regulatory compliance.
Job Duties:
- Proficient in the application of FRNP engineering procedures.
- Support OSWDF subcontractor design.
- Technical point of contact to coordinate with stakeholders.
- Review OSWDF subcontractor submittals for compliance.
- Analyze and validate civil engineering calculations and design documents.
- Assist with procurement including technical reviews of specifications and vendor proposals.
- Prepare engineering documents in accordance with FRNP Engineering procedures.
- Assist in the development of request for proposals (RFP) and technical bid evaluations.
- Establish and maintain communications with the PORTs site OSWDF organization.
- Provide input to detailed weekly progress meetings and reports.
- Identify and evaluate project related issues and problems.
- Develop operating procedures and participate in construction quality assurance.
- Work with RDI OSWDF management team to develop and execute schedule/cost recovery plans.
- Participate in Safety Work Groups.
Required Qualifications:
- BS degree in Civil Engineering with a solid waste specialization and 10 years of experience in the design of waste disposal facilities, waste containment, waste handling, leachate, and stormwater or an equivalent combination of education and experience.
- Licensed Professional Engineer in the Commonwealth of Kentucky preferred.
- Thorough understanding of pertinent codes and governing regulations and industry practices related to waste disposal.
- Eight years of experience in Title I, II, and III design including three years related to designing waste disposal and supporting infrastructure systems.
- Experience with modeling/design tools such as Civil3D or Microstation and Slope/W. (preferred)
- Excellent writing and communication skills.
- The ability to obtain and maintain a DOE Security Clearance L is required.
