The Scientific Operations Manager, Incubation is responsible for leading all aspects of the laboratory and assisting with the overall site management for the JLABS facilities in Shanghai including accountability for regulatory compliance, security, budget development and management, customer relationship management and administration of vendor agreements and amendments. This position is on call 24/7.
The physical operation of the incubator facility is the most critical risk aspect of the JLABS Incubator business because of the Environmental Health and Safety, Intellectual Property and Security risks involved in such an operation. It is also of upmost importance to protecting the J&J brand given the scope of supporting up to 50 different legal entities on site. Given the importance of the physical structure and the management of compliance to EH&S regulations and IP requirements, this role will deeply collaborate with internal Finance, Business Development, Marketing, Legal, EH&S, Facilities & Operations, Security, Risk Management and the leadership team to continuously assess the operating and business model for JLABS and its resident licensees. This role is expected to develop, recommend, and implement business model improvements that are correlated with laboratory operations.
The Scientific Operations Manager, Incubation, will be responsible for the oversight of the JLABS research laboratory in Shanghai. S/he will be responsible for ensuring the JLABS program is properly executed and that JLABS is compliant with the Corporate Risk Mitigation Plan. The individual will lead internal and external collaboration efforts to ensure compliance while sustaining a capital efficient business model able that supports early-stage life science companies.
Responsibilities:
- The Scientific Operations Manager, Incubation will assist with the implementation of the Shanghai operating model which includes onboarding activities (pre-move-in, move in), ongoing facilities/equipment/EH&S/security management, overall laboratory management and off-boarding activities for both JLABS and resident companies.
- S/he will develop and sustain business relationships with companies residing in JLABS including gaining and maintaining respect for the scientific community and is responsible for customer relationship management and ensuring positive customer workplace experiences during their residence in JLABS.
- S/he will continuously solicit stakeholder feedback on the program and appropriately leverage the feedback to establish goals, direction, and a vision to improve or expand the program with a focus on cost savings and scalability.
- S/he will partner closely with multiple J&J teams, stakeholders, and suppliers to assist with managing all facets of the service delivery model including but not limited to, day to day facility operations, strategic facility planning, compliance, facility & laboratory equipment maintenance and purchases, all soft services (mailroom, housekeeping, conference room management, shipping & receiving, etc.), security, IT services, and EH&S. This is accomplished through applying proven leadership abilities, experience, and knowledge while strictly adhering to regulatory/compliance procedures and JLABS business procedures and requirements.
- S/he may be the only person onsite responsible for representing the company on all regulatory inspections, enforcement actions, citations, informal conferences, and settlement agreements.
- In partnership with Global JLABS EH&S, s/he will assess the impact of environmental, health and safety laws and regulations as they affect the company and its operations. Track new regulations as they develop. Formulates and implements policies, advises senior management on the compliance status, costs and technical improvements needed to achieve compliance.
- S/he will directly manage a team of 1 to 3 full-time on-site contractors to ensure the attainment of the company's aims relating to environmental, health and safety outcomes, security, facilities & maintenance, security, laboratory management, regulatory compliance, and customer service.
- She/he will partner with key stakeholders within the organization (EHS, Security, Finance and Marketing) to improve, develop, monitor, implement and approve all Standard Operating Procedures, Guidelines, Policies and Trainings
- S/he will be responsible for the implementation of the Corporate Risk Mitigation Plan, which includes the coordination of periodic laboratory audits and follow-up plans for corrective action and continuous improvement.
- S/he will be responsible for planning and implementing the response to any major threat to life safety, security, or property by continuously identifying potential risks, preparing contingency and recovery plans, and managing resources. S/he may be the only J&J employee on site during times of crisis to maintain safety, compliance and ensure the site remains operational and customer needs are met.
- S/he will serve as the JLABS representative in their region on the J&J Crisis Management Team (CMT) and ensure JLABS is accounted for and represented within the larger J&J organization and that information is effectively communicated with the JLABS Regional and Global Teams as well as to the JLABS Residents
- S/he will assist with leading local site audits for compliance with applicable regulatory requirements and J&J operating standards. S/he will assist with the design and document all audit plans and prepare all reports according to established policies and procedures and monitor all corrective actions according to the business and regulatory standards. Reviews internal controls, report results, and make recommendations for process improvements.
- S/he will select and provide clear direction for service providers on expectations, develop and implement clear & achievable service levels with remediation and escalation procedures for disputes and oversee all contractor delivered programs to ensure adherence to J&J standards and policies.
- S/he will build relationships with and assist with the process of recruiting and onboarding new potential portfolio companies and own and manage the process, approvals and closing.
- S/he will be directly accountable for developing and managing the operational expense budget for the laboratories, driving cost reductions, cost efficiencies, and optimized contractor management.
- S/he will serve as the Senior Operations Lead onsite to manage emergency responses to situations in the lab and to liaise with external stakeholders such as fire and police departments, regulatory agencies, etc.
- She/he will partner with Business Operations to establish and execute improved process management methods to improve optimization.
Additional Responsibilities:
- S/he will manage preventative maintenance (PM) schedules and tracking software, oversee stock levels of materials, perform routine equipment maintenance, monitor equipment health, and promptly report failures to the Senior Operations Lead. They will collaborate with vendors on repairs, ensure proper logging and archiving of equipment use, maintain capital equipment documentation, and support the Senior Operations Lead in analyzing equipment usage by comparing reservation data and operational logs.
- S/he will provide basic operating training on common laboratory equipment for Licensees on an as needed basis. Assist Licensee with equipment troubleshooting, locating and supplemental resources.
- S/he will co-chair the JLABS Shanghai Safety Committee.
- S/he will continuously monitor and evaluate the Operational performance of the JLABS Shanghai to identify opportunities for improvements and compliance risks.
- S/he will collaborate with the JLABS Team and JLABS Customers to identify new service and product offerings to help build the JLABS brand and benefits to better serve our customers in order to accelerate their innovations and product development.
- S/he will ensure that all JLABS Licensee services and support processes meet JLABS missions and goals.
- S/he is responsible for ensuring that suppliers and JLABS resident companies are in compliance with all Johnson & Johnson Innovation, JLABS policies and procedures and contractor safety guidelines and partners with the Shanghai Pharma Engine Co., and J&J Facilities and EHS&S Management to ensure JLABS and resident companies are in compliance with all local, provincial and federal regulations. S/he will provide leadership for internal and external inspections.
- S/he will be responsible for ensuring customer satisfaction through the effective management of the customer service function and platforms. Accountable for planning, organizing, and directing staff in providing timely responses to customer inquiries and resolving customer issues.
- S/he will source and implement future life science technology capabilities through interaction and validation with business partners
