District Srhr Coordinator

District SRHR coordinator will support government health managers to strengthen quality SRMNCAH services at the district to union level health and family planning facilities. S/he will provide necessary technical assistance to managers and do mentoring for service providers to improve service quality. Under the guidance and close supervision of the line manager, this incumbent will address the overall project situation, and to provide advice to the GoB for the creation of an integrated national disease surveillance system and to set the stage for needed policy dialogues concerning the existing disease surveillance system.

Responsibilities

The District SRHR Coordinator will be responsible for:

• To increase SRHR service access, availability and utilization in marginalized and vulnerable communities in the district
• To increase institutional deliveries at UHFWCs
• To increase comprehensive and integrated SRHR service access, availability and utilization at UHFWCs
• To improve comprehensive and integrated SRHR service access, availability and utilization at UHCs/MCWCs/DHs
• To improve resilience and adaptability of community and health systems to respond to climate change and humanitarian events vis-à-vis SRHR
• To strengthen community mechanisms to increase awareness about comprehensive and integrated SRHR services and utilization of these services from the health facilities
• To maintain good working relations with all UNFPA IP's to get maximum result.

Functionalised all UHFWCs (as per the case even MCWC and subcentre) to:

• Conduct normal vaginal deliveries and refer complicated cases after stabilizing
• Offer quality ANC and PNC services
• Offer PAC services
• Offer IUCD and PPIUCD services
• Offer triple elimination services
• Offer cervical cancer screening and referral information
• Offer obstetric fistula identification and information services
• Offer information about linkages between climate change and SRHR with the aim to build capacity to adapt to the climate change to protect SRHR
• Offer information and support for GBV services

Strengthen all UHCs / MCWCs / DHs to:

• Conduct normal vaginal deliveries and proper referrals
• Offer quality ANC and PNC services
• Conduct caesarean sections where possible
• Offer PAC services
• Offer IUCD and PPIUCD services
• Offer implant
• Offer triple elimination services
• Offer cervical cancer screening and referral services – VIA and HPV-DNA were planned
• Offer obstetric fistula identification and information services
• Offer information about linkages between climate change and SRHR with the aim to build capacity to adapt to the climate change to protect SRHR
• Have facility climate change response and humanitarian response plan
• Offer information and support for GBV services

Community work:

• Build capacity and motivation of existing community health workers to create awareness on comprehensive SRHR issues, including, climate change, GBV, obstetric fistula
• Develop plan / strategies to ensure that the community health workers are providing information visible in community's increased knowledge and increased utilization of SRHR services
• Implement fortnightly outreach by midwife of UHFWCs / Sub-centres in her catchment areas as part of the bigger team to create awareness about service availability in the UHFWCs and encourage institutional delivery
• Implement fortnightly UHFWC visits by a group of 5-6 community members to see the preparedness of UHFWCs to offer maternity services and other integrated SRHR services
• Functionalise all community forums established by public health systems to improve awareness and utilization of available health facilities
• Ensure outreach and satellite sessions are planned and organized as per plan
• Plan and organize a monthly SRHR engagement drive in the catchment areas through local melas/fair, school drawing competitions, wall writings and street plays etc.

Health facilities related – UHFWCs, Subcentres, MCWCs, DH:

• Coordination: - Facilitate / coordinate equipping health facilities for offering normal vaginal services, comprehensive SRHR and referral services
• All districts to have upward and downward coordination and linkages with next level of health systems with efficient coordination between unions, upzillas, districts, regions, headquarters (DGHS, DGFP and DGHS) to ensure all equipment, furniture, supplies, medicines, and contraceptives.
• Maintain coordination with all UNFPA IP's to get maximum result.
• Coordination: Facilitate /coordinate to get full complement of necessary staff to offer normal vaginal delivery, including comprehensive integrated SRHR services
• Visibility / IEC: - Ensure all facilities and district as such have sufficient SRHR visibility, including that of donors and UNFPA
• Training: - Liaise with health authorities – headquarter and districts – to leverage government resources to conduct training and carry out mentoring, supervision and monitoring
• HMIS: - Working with district HMIS officer / focal person to ensure quality of data collection and usage at every level for planning and programme review and monitoring
• ADSP: - Leading, implementing and advocating ADSP approach to improving SRHR programme in the district
• Mentorship (Normal Vaginal Delivery): Establishing normal vaginal delivery mentorship for midwives in your district
• All mentored midwives are showing demonstrable improvement in the uptake of institutional deliveries in their health facilities

Stories:

• Developing minimum two very brief stories – no more than 500 words - from your district, with high quality pictures (and consent from the photographed person, if possible) describing a good initiative, human centric story etc.

Compliance:

• Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the program's goals on safeguarding implementation. He/ She will act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.

Safeguarding/ PSEA:

• Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action. He/ She will follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.

Any other job related to the function will be allocated as and when required by the Supervisor. This position may require field visits to the project implementing areas.

Required Qualifications

• At least 03 years relevant experience in collaboration with government set up
• Medical Graduate (MBBS), preferably with MPH

• Connection with UNFPA must be brought out, so that they listen and prioritize UNFPA (must be made clear that UNFPA is in lead for this)
