We're looking for a driven and experienced Senior Civil Engineer (Highways Development Engineer) to join our Development Management Implementation team, where your skills will directly influence the successful delivery of third-party highway projects.
In this role, you won't just manage projects—you'll bring clarity, leadership, and technical excellence to a team that's responsible for guiding developments from planning through to adoption. Your ability to resolve complex engineering challenges, coordinate with stakeholders and contractors, and ensure compliance with design standards will be central to the success of our strategic sites programme.

Technical leadership: Your deep understanding of highway engineering design and construction will ensure that projects meet the highest standards of safety, quality, and efficiency.
Project delivery expertise: You'll manage programmes of varying complexity, keeping them on track and within budget, while identifying and mitigating risks early.
Stakeholder collaboration: Your ability to liaise with contractors, utility companies, local members, and internal teams will help streamline delivery and build trust across the board.
Mentorship and team development: You'll support junior engineers, helping to grow capability within the team and foster a collaborative working culture.
Design and compliance insight: Your knowledge of design manuals and planning processes will ensure that all outputs—from drawings to reports—are accurate, timely, and aligned with council policy.
