Are you a seasoned environmental professional with a passion for large-scale restoration and a desire to make a lasting impact? Jacobs is seeking a Program Operations Manager to join one of the largest ecological restoration programs in the world, based in Dammam, Saudi Arabia. This long-running initiative, supported by the United Nations, is focused on restoring over 26,000 sq. km of land and coastal environments affected by the Gulf War, desertification, and environmental degradation. As Program Operations Manager in our Infrastructure Environmental division, you'll be overseeing operations across the Eastern Region. You'll work closely with the program team, supporting the delivery of environmental restoration, civil infrastructure, research and education-focused initiatives. Your responsibilities will include:

• Supporting RFP scoping, engineering estimates, and budget tracking
• Monitoring contractor performance, schedules, and deliverables
• Coordinating with technical teams and reviewing outputs
• Managing program KPIs and ensuring quality control
• Supporting the design and delivery of research centers and native plant nurseries
• Collaborating with client PMs and stakeholders to ensure successful execution
• Undertaking and coordinating field visits to sites such as Jubail and Hafr Al-Batin

We're seeking a collaborative, adaptable leader with:

• 15+ years of experience in environmental remediation, ecological restoration, or civil/environmental infrastructure
• At least 5 years international projects experience (e.g. ANZ, UK, Europe, US/NA)
• Proven operations program management experience
• Experience working in international regulatory environments
• Civil design and construction supervision experience is highly desirable and beneficial as the program and role continues to evolve
• Strong communication and stakeholder engagement skills; a team player
• A master's degree (or equivalent experience) in environmental science, engineering, biology, civil engineering, or related field
• Able to relocate to live and work in Saudi Arabia
• It would be beneficial if you have the following, but it's not essential:
• Experience with UN-funded projects
• Prior work experience from within Saudi Arabia or the Middle East
• Location & logistics:
• Base: Dammam, Saudi Arabia (client office)
• Work Schedule: 5 days week, Sunday–Thursday, full-time
• Travel: Site visits across the Eastern Region
