Public Service Manager 2 - Bureau Chief

The Iowa Department of Education seeks a dedicated Public Service Manager to oversee the Bureau of Performance and Analytics. This position will supervise and evaluate staff of the Bureau. The Bureau includes approximately 17 staff responsible for overseeing critical functions of the agency. The Bureau includes multiple work teams including data and analytics, collections and reporting, and state longitudinal data systems. The Bureau completes important data collection, accountability, assessment, analytics, allocations and reporting activities for the agency.

Your Responsibilities:

  • Lead the Bureau of Performance and Analytics including planning, assigning, and directing the work of Bureau staff, including monitoring and evaluating the bureau's programs and activities.
  • Supervise, support, and evaluate administrative consultants and education program consultants and other Bureau staff.
  • Coordinate the major data gathering activities of the Department. The Student Reporting in Iowa (SRI) and the Basic Educational Data Survey (BEDS) are two primary collections. The information from these collections are used in a variety of ways including federal and state reporting, financial allocations, dissemination to the public, calculation of accountability metrics and performance rating system as examples.
  • Oversee the accountability framework for the Every Student Succeeds Act and produce the Iowa School Performance Profiles.
  • Build and monitor a multi-million dollar budget of the Bureau and contracts. Evaluation of activities, objectives and priorities is required to ensure appropriate expenditure of funds and to maximize the use of available resources. Oversee Bureau contracts, finances and MOUs.
  • Oversee the development of Iowa's State Longitudinal Data System. The SLDS is a series of projects designed to build a coherent and cohesive data infrastructure to facilitate data-driven decisions throughout the system. Discrete projects-- a data warehouse (EdInsight); and an automated data exchange with schools and other educational entities (School Interoperability Framework); bring together educational data sets in new ways with the goal of creating a unified data infrastructure.

Desirable (or) Required Qualifications:

  • Experience using statistical tools, such as SAS, SPSS, R or STATA.
  • Experience supervising, supporting and developing staff.
  • Experience analyzing large datasets, drawing inferences and conclusions.
  • Knowledge of data systems and applications at an enterprise level.
  • Experience interpreting and implementing state or federal education law.

Minimum Qualification Requirements:

  • Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
  • Graduation from an accredited four-year college or university and experience equal to six years of full-time management-level work in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • Ten years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation.
  • All of the following (a and b): a. Six years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • All of the following (a, b, and c): a. Four years of full-time management-level work experience in finance, human resources, engineering, law, social work, regulation, data processing, or program research or evaluation; and b. A combination of a total of four years of education and full-time experience (as described in part a), where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience; and c. A combination of a total of two years of graduate-level education and full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university course work in a public-service-related area (e.g., public or business administration, social work, law, education, engineering) equals one year of full-time experience. Graduation from the Iowa Certified Public Manager Program is also equivalent to one year of full-time experience or education.
  • Current, continuous experience in the state executive branch that includes eighteen months of full-time work as a Public Service Manager 1 or comparable specific management-level position.
