Under the general supervision of the Procurement Section Chief and Division Chief of the General Services Division of the Corporate Services and Facilities Department (CSFDG), the Senior Procurement Officer is responsible for strategic management of the procurement cycle in close collaboration with business unit leaders to execute high-value procurements and formulate sourcing strategies aimed at minimizing total cost of ownership and supporting operational efficiency.
Strategic Planning: Guide the development of procurement strategies in alignment with organizational goals to enable efficient and effective use of resources and budget.
Practice Area Lead: Assume responsibility for one of the procurement practice areas in terms of delivery of projects and a high degree of stakeholder management at the same time, ensuring optimum alignment with practice area team members. Guide and train junior team members by modeling excellent procurement practices.
Data Analytics: Apply innovation and use technologies in the systems used in the section as well as Agentic and Generative AI to enhance operational efficiency across the procurement cycle. Use data analytics in support of functions such as requirement forecasting, sourcing strategy alignment, market analysis, vendor performance, and benchmarking.
Supplier Performance Management: Build strong supplier relationships and develop appropriate metrics to assess performance in a timely manner. Support the Project Managers in the monitoring of vendor performance including compliance with service metrics, cost savings targets, residual risk, and the timely identification and management of disputes.
Stakeholder Collaboration: Establish working relationships with key stakeholders throughout the Fund to understand their procurement requirements and develop strategies to enable the achievement of their goals.
Administration: Ensure proper records keeping and achieving, using relevant systems in the section and performed in a timely manner.
Work Experience & Competences: In addition to the qualifications outlined, technical expertise and competence are required in the following areas:
Education: Educational development, typically acquired through the completion of an advanced university degree, or equivalent, in business administration, materials management, logistics/distribution management, procurement/contract management, or a related field of study, supplemented by a minimum of four years of relevant professional experience, is required. Alternatively, a minimum of two years of experience in a related position at Grade A10, or equivalent, is required.
