The Account Manager will provide support and assistance to one or more Controllers in the Division of Finance in the fiscal management of assigned customer group/service line. This includes the maintenance of the ledger system which provides important financial information to the CFO, Director of Accounting, Assistant Superintendents and Directors. The account manager's work will reflect the agency's Vision, as well as the Mission and objectives of the Finance Division and, in particular, the mission of the Accounting Section.
Salary for this position traditionally starts at $53,222.00 but may be commensurate with education or work experience.
• Analyzes and interprets financial statements and reports, which includes but is not limited to: the reporting and tracking of sub-recipient cash management and expenditures; and review of sub-recipient audit reports.
• Advises the controller on the status of assigned accounts, which includes tracking and updating ledgers (new obligations, expenditures, etc)
• Controls the flow of funds, i.e. the monthly distribution of funds which includes the preparation of appropriate paperwork to be forwarded to the Auditor's Office, school corporation notification of payments and maintenance of cash request file, if appropriate
• Prepares revenue reports and handles the return of grant funds, which includes the preparation of Reports of Collection
• Assists the controller in budget preparation and budget reports
• Completes FFATA submission for the assigned accounts
• Interacts with state and federal auditors
• Assists in the development of general policies for a fiscal program
• Assists management in the preparation of agency or program area budget requests
• Incumbent shall complete PARS (Personnel Activity Report) and semi-annual certifications in compliance with Federal regulations specific to the funding program. PARS reports must be accurate and free from error, and must be submitted to the Supervisor by the close of business on the last Friday of each pay period. Semi-annual certifications are to be signed by the employee and returned to the supervisor.
• Review, reconcile the Title I final expenditure reports: check totals are correct, check indirect cost rates are correct and total claimed does not exceed allowable, track expenditures to validate each LEA is not carrying over more than the 15 percent allowable, and check that LEA does not have cash on hand. Post final figures into the ledger and Title I application data center.
• Responsible for tracking maintenance of effort (MOE) provisions annually for each of the title programs, work with school finance to verify reported expenditures, and notify the LEAs and program staff of LEAs that do not meet MOE.
