Position Overview: This position is responsible for administration and monitoring of all aspects of consultant contracts, assisting Project Implementation staff in the management of consultant contracts, and serving as project manager for all consultant contracts with the bureau. Other duties include loading all district documentation in the department's Engineering Prequalification Agreement System (EPAS) system and monitoring the budget of all Project Implementation consultant contracts.

Essential Functions: Administers the preparation and submittal of Professional Transportation Bulletins and related documentation and coordinate pre and post selection activities for consultant contracts for the Bureauof Project Implementation. Coordinates and monitors the management of district consultant contracts in the Bureau of Project Implementation by preparing and/or reviewing packages for Prime and Supplemental Agreements including Start-Up and Prior Approval Agreements, reviewing consultant invoices, coordinate completion of consultant evaluations, and supervising contract closeout procedures. Provides assistance to district Project Implementation staff regarding consultant prepared improvement projects, including agreements processing, negotiations, invoice review, and evaluations. Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned.

Minimum Qualifications: Completion of two years of college in civil engineering technology, pre-engineering or a job related technical/science curriculum PLUS five years of engineering experience; OR seven years of engineering experience.

Preferred Qualifications: Ability to maintain cooperative relationships with departmental and industry staff. Strong oral and/or written communications skills. Ability to work with computers including SharePoint, Microsoft Suite and databases. Technical training background in Project Implementation. Experience in the transportation industry including the preparation of contract closeout documentation, contract plans, and specifications for highway improvement projects.
