Right-of-Way Technician

The role of the Right-of-Way Technician is to perform a variety of technical, clerical, and administrative duties for the City's right-of-way permit program. The work is performed under the supervision and direction of an assigned supervisor, but considerable leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the assigned supervisors, other City employees, contract engineers, contractors, utility companies and the public.

Essential Functions:

  • Reviews and approves submitted traffic control plans for conformance to the Manual of Uniform Traffic Control Devices (MUTCD) under the supervision of a Professional Engineer.
  • Coordinates construction timing with other jurisdictions, including highway districts and the Idaho Transportation Department to avoid overlapping traffic detours.
  • Monitors compliance with approved right-of-way permit conditions.
  • Monitors, schedules, and tracks road closures to minimize impact on the traveling public.
  • Provides customer service at the front desk by answering questions, greeting visitors, answering telephone calls, faxes, mail, and messages for Department personnel.
  • Processes payments for permitting using Springbrook software and LDO software.
  • Develops estimates for water, sewer, and pressure irrigation connection fees.
  • Listens to and directs comments and complaints from the public relating to department operations and takes appropriate action to resolve and refer such complaints.
  • Interprets and applies departmental or office rules, policies, and regulations in accordance with prescribed procedures and guidelines.
  • Prepares correspondence, reports, lists, and other documents as instructed and requested by designated office personnel.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Produces speed studies along roadways using the JAMAR radar recorder and develops potential solutions for problem issues.
  • Reviews residential building permits for compliance with recorded plats and construction drawings.
  • Reviews sign permits for compliance with recorded plats, easements of record, and vision triangles.
  • Reviews subdivision plans for compliance with adopted ISPWC standards and City of Nampa Standards.
  • Inspects construction within right-of-ways and subdivisions, including utility installation, curb, gutter, sidewalk, and roadway installation. Verifying subdivision is constructed in accordance with the adopted ISPWC standards and City of Nampa Standards.
  • Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
