Job Title

Coordinates activities between several project teams, across New York service territory and specifically in POWERING NEW YORK Program, by managing resource requirements, priorities, investment plans, project execution strategy, and internal/external resource requirements with focus on safety and reliability. Projects may originate based on reliability, automation, asset health, resiliency, system capacity, customer, or other project need.

Responsibility includes meeting corporate goals for capital investment and energization of projects for Construction Work in Process. Must manage team performance to maximize the effectiveness of capital budget considering the environment operating efficiency, regulatory, CWIP and operational needs. Must work collaboratively with multiple departments within Avangrid Networks including Planning, Process and Technologies, Operations, and others.

Represents the company in regulatory proceedings and public forums. Executes management approvals and human resources responsibilities for project team personnel. Coordinate activities of multiple project units. Facilitates the work of external contractors and other internal business areas. Holds contractors accountable for performance. Holds project teams accountable for results. Provides technical advice to senior management when required.

Key Responsibilities:

  • Oversees internal managers. Sets team goals and strategic direction to align with T&D Program Management methodology and undertakes action plans and team assignments to accomplish goals. Provides expert technical support in the analysis, evaluation, and optimization of POWERING NEW YORK projects, including substations and overhead/underground lines, throughout planning, design, and construction stages.
  • Proactive approach to overseeing work, measures progress and takes action to ensure budgets and deadlines are achieved. Validate project plans, review, and contribute to contract strategies to undertake work and controls and authorize expenditures. Initiates actions to ensure compliance with project management and quality management processes and procedures. Assures that projects are complete within the approved scope, schedule, and budget.
  • Interprets and administers company policies and procedures. Plans and implements training and development of department personnel. Determines resource needs and obtains approval for resource requirements. Develops and controls team budget. Recommends promotions, personnel changes, budgets, organizational changes, and company policies.
  • Coordinates with other departments, consultants, attorneys, utilities, regulatory agencies, government agencies, and major customers. May represent the company and testify in regulatory hearings or at Federal, State, local agency, or municipal meetings.
  • Lead value engineering efforts to identify cost-saving opportunities and improve technical efficiency in T&D projects without compromising quality or compliance.
  • Lead the integration and use of Geographic Information Systems (GIS) for route analysis, permitting support, asset management, and geospatial data visualization to enhance project development. Land Management.
  • Advise on construction management from a technical perspective, including reviewing schedules, construction methodologies, and contractor-proposed quality control plans. Construction managers training.
  • Lead the development and validation of cost estimates from conceptual through detailed phases, ensuring alignment with industry best practices.
  • Participate in interdisciplinary technical reviews with design, environmental, regulatory, and execution teams to ensure technical and regulatory alignment across project phases.
  • Support technical, construction, and budget risk analyses, promoting engineering-based solutions to mitigate potential deviations.
  • Contribute to the documentation and dissemination of lessons learned and best practices to enhance future project planning and execution.

Required Qualifications:

  • Bachelor's degree with 10 years relevant management experience required.
