Logistics And Customs Operations Specialist

The Logistics And Customs Operations Specialist is responsible for the successful end-to-end logistics operations and ensuring a high level of service and cost-effective movement of goods. Additionally, the role involves executing import/export customs operations for heavy lift, general cargo, and parcel orders. The specialist takes full responsibility for the execution of G/C inbound and outbound orders, starting with the receipt of the IBD/OBD, coordination with LSPs and ending with the delivery of the cargo, including codification/approval of LSP invoices. The specialist reviews customs requirements as well as documentation and creates customs clearance instructions and uploads all relevant information and documentation in SAP GTS and submits to brokers. The specialist supports the issue resolution for customs-related matters until successfully closing the customs clearance. The specialist works closely with the sourcing team to support the strategic sourcing process with the creation of spot RFIs and RFQ for G/C. Additionally, the specialist is key to resolving and managing potential issues and claims with LSPs.

The role involves managing the end-to-end G/C transportation planning, including the verification and approval of freight unit data, selecting MOT, checking routes, checking nominated carriers and lanes, calculating charges, selecting and assigning LSP, creating Freight Order with assigned LSP, and submitting finalized FO document for execution. The specialist shares shipping schedules with stakeholders, communicates back shipment scenarios (including pick-up and delivery dates), and resolves any potential issues. The role also includes preparing spot quotes, identifying potential suppliers, confirming their qualification aligning with the sourcing team, submitting spot quote requests, and clarifying any related inquiries. The specialist manages the end-to-end G/C transport execution, including shipment documentation check, updating transport data in SAP TM, maintaining communication with transport service providers to monitor milestones, and resolving any issues during the transport execution. The specialist creates respective NCRs as needed, initiates issue resolution in case ETA to delivery location is at risk, and checks if correct PODs are submitted. The specialist pre-checks all customs-related transport export and/or import documentation, manages the end-to-end G/C charge calculation, including calculations and system updates/maintenance, checks if any additional charges apply, verifies final charges in the system, and adjusts charges if needed. The specialist settles any disputes.

The specialist manages the end-to-end freight settlement and charge dispute management process with LSPs, including the POD and invoice verification, checking if carriers’ invoices match the agreed rates, following up and clarification with Logistics Service Provider, handling and resolving disputes until FSD (Freight Settlement Document) creation in SAP TM to initiate invoice payment, managing the general cargo transport cost approval in case costs exceed threshold, checking with P&F/buyer for approval and/or evaluating alternative transport options to align with budget, clarifying delayed LSP payments and creating urgent payment requests, and contacting AR/AP when debit notes have to be created (e.g. claim settlement, clarify discrepancies and resolve incorrect payments).

The specialist manages the import/export customs operations process with customs brokers for general cargo, heavy lift, and parcel orders, creating import/export customs declaration files, verifying customs HS classification and correct description, and uploading all relevant documents into SAP GTS. The specialist sends customs instructions to customs brokers, including requests for any additional documents required, verifies the correctness of customs documents and customs declaration with customs broker, if needed submits documentation amendment requests to customs authorities, supports the issue resolution until successfully closing of the customs clearance, manages the IPR and OPR cases with customs broker, supports regarding preferential origin rules, aligns with CTCO, advises on current UCC and EU regulations in international trade, contacts the CTCO to apply for export incentives and tax/duty savings licenses, if necessary.

The specialist manages the NCR follow-up process from evaluation of supplier feedback until closure of the NCR, including the identification of additional measurements for improvement, feedback to supplier and escalation to SQE if required, drives the claims management process for general cargo within the defined threshold, including confirmation of the contractual obligations, sending of the claim to the supplier, negotiation until settlement confirmation can be issued and trigger lessons learned as needed, supports the supplier performance measurement/prioritization by determining type of issue and shift/cancel orders if needed.

The specialist supports and drives issue management resolution for inbound and outbound orders, responsible for the issue management resolution related to customs and documentation issues for general cargo and heavy lift. The specialist supports the claim to customer process for G/C by identifying and describing claim reasons and potential impact (based on the input provided by Logistics Service Provider), evaluates claimable costs, checks contractual obligations, clarifies open topics, defines legal arguments (based on the advice provided by Contract Manager), documents CR/COPQ as well as claim results and provides feedback to the strategic sourcing team, supports the claim from customer process for G/C by opening NCR in case of issues with LSP, provides backup documentation, prepares comparison table, provides additional information to support the claim resolution, calculates CR/COPQ, documents claim results and provides feedback to the strategic sourcing team, responsible for the claim to logistics service provider for G/C including the analysis of received information, sends pre-notification letter to LSP, requests additional information or statements, evaluates claimable cost and events, requests evidence from LSP, registers claim in insurance tool, compiles information to deliver to global sourcing team and launches docs to start financial claim management, ensures alignment with the local laws.

The specialist is responsible for MBR/S&OP country reviews, KPI and performance reporting, advises BU on any specific logistics aspects on-demand, carrier training (local SOP, HSE, etc).

The specialist is responsible for ensuring compliance with applicable external and internal regulations, procedures, and guidelines.

Your background includes holding a diploma in Logistics Management or MBA in Logistics or Operations Management from a recognized institute, minimum of 5+ years of relevant experience in logistics and supply chain management, experience supporting Logistics and Customs operations in Vietnam, full understanding of local transportation (within country), import, export, trade and customs operations, good relationships with local and global transport suppliers, knowledge of SAP GTS Customs Management and SAP S/4HANA is preferred, proficiency in both spoken and written English is required.
