Job Role Summary

The Strategic Buyer is responsible for all phases of public procurement processes for HHC & MCPHD. This role focuses on achieving optimal cost savings, effective contracting, performance review, and supply base optimization. Responsibilities include preparing and processing all statutory bids and quotes, as well as coordinating with Department Heads and Legal to negotiate contracts that protect HHC and support continuous process improvements. This position is ideal for professionals with 3-5 years of purchasing experience looking to enhance their strategic sourcing expertise in a regulated environment.

Day in life:

The day begins by scanning and approving the requisition queue and reviewing the expiring-contract dashboard. Responsibilities include drafting RFx documents in SAP, collaborating with various departments, analyzing supplier responses, and negotiating contract terms. The day typically wraps up with approving additional requisitions or creating purchase orders as needed.

Essential Duties

1. Contract Management (30%)

Manage supplier/vendor procurement contract lifecycles, including negotiations and compliance monitoring. Ensure all contracts are fully executed and linked to purchasing documents.

2. Sourcing & Purchasing (20%)

Evaluate markets for best sources, product/service analysis, cost comparisons, and industry benchmarking. Support the coordination and implementation of new or changed products/services as necessary. Review and approve requisitions and purchase orders. Manage procurement methods as established by policies, statutes, and regulations.

3. RFx Development (30%)

Coordinate the development of RFP/RFI/RFQ/Bids. Facilitate communication between suppliers and end-users, assemble cross-functional teams, and coordinate evaluations. Benchmark pricing and analyze quotes and proposals for vendor selection.

4. Supplier Development (10%)

Schedule regular business reviews with key suppliers and monitor service levels. Collaborate with department heads to establish service level benchmarks.

5. Reporting & Continuous Improvement (10%)

Maintain SAP/Ariba data accuracy and build Power BI spend dashboards, recommending workflow and policy enhancements.

Qualifications

Education: B.S. degree in Business, Supply Chain, or a related field.

Experience: 3-5 years in sourcing and contracting, including at least 1 year in a public-sector or highly regulated environment, with proficiency in SAP (S4 Hana, Ariba).

Certifications: CPPB, CPSM, CPPO preferred but not required.

Knowledge, Skills & Abilities

Proficient in advanced purchasing principles and practices, particularly in SAP or equivalent ERP systems.

Strong analytical skills with attention to detail.

Ability to manage multiple tasks/projects with minimal supervision.

Skilled in qualitative and quantitative analysis of procurement data.

Proficient in creating, using, and analyzing spreadsheets.

Excellent written and verbal communication skills, including RFx writing and Quarterly Business Reviews.

Extensive experience with Microsoft Office Suite.

Strong negotiation and interpersonal communication skills.

Leadership skills, with the ability to mentor team members and train end-users.

Ability to maintain effective relationships with departments and vendors.

Working Environment

Duties performed in a standard office setting (remote work not guaranteed). Collaborative/teamwork environment with occasional remote work required for meetings.
