Counterintelligence Specialist Supporting Cyber Operations

The Counterintelligence (CI) Specialist supporting Cyber Operations provides critical analytic, investigative, and operational support to the USINDOPACOM J2X mission as the Command faces increasing threats within the cyber domain. This role supports the identification, disruption, and neutralization of Foreign Intelligence Entity (FIE) threats targeting DoD networks, information systems, personnel, and mission capabilities across the Indo-Pacific theater. The specialist works closely with cyber-oriented elements such as the Cyber Analysis Section (CyAS), Joint Cyber Center (JCC), and Insider Threat Program (InTP), integrating CI insights into cyberspace operations to protect DoD and national security equities. Responsibilities

CI Support to Cyber Operations

  • Supports CI activities in cyberspace to identify, disrupt, penetrate, neutralize, and exploit FIE threats impacting DoD networks and national security interests.
  • Conducts research and evidence gathering on criminal, insider, or FIE cyber actors to mitigate threats, counter espionage, prevent foreign sabotage, and support ongoing intelligence operations.
  • Assists in developing detailed operational plans and orders supporting national-level and Combatant Command intelligence requirements.

Operational & Strategic Planning

  • Supports planning for integrated information and cyberspace operations at both the strategic and operational levels.
  • Conducts activities that contribute to real-time and anticipatory threat mitigation, particularly across the full spectrum of cyber-focused intelligence and security operations.

Cross-Agency Coordination

  • Coordinates with USINDOPACOM directorates, service components, and external partners to structure, synchronize, manage, and de-conflict CI activities that support cyberspace operations.
  • Maintains communication with CYBERCOM J2X, DHS, IC agencies, other Combatant Commands, partner CERTs, and Information Assurance Centers to ensure awareness of emerging threats, environmental changes, and operational impacts.

Incident Response & Threat Mitigation

  • Responds to urgent or crisis situations in the cyber domain to mitigate immediate and potential threats to DoD systems, personnel, and operations.
  • Provides analytic support for mitigation, preparedness, response, and recovery actions, contributing to the protection of life, preservation of property, and safeguarding of critical information.
  • Evaluates operational information, intelligence reports, computer incident-response data, CI/LE reporting, allied/coalition information, and PAI to determine impacts on USINDOPACOM missions.

Reporting & Analysis

  • Produces detailed assessments, incident reports, and analytic products focused on FIE cyber activities targeting USINDOPACOM networks.
  • Identifies trends, evolving threats, and vulnerabilities within the cyber operational environment and provides recommendations to inform decision-making and improve defensive postur.

Qualifications

Required Qualifications

  • Experience supporting CI or cyber-focused intelligence activities.
  • Knowledge of FIE cyber methodologies, insider threat indicators, cyber incident response processes, and CI tradecraft.
  • Ability to synthesize classified, unclassified, technical, and operational information into actionable assessments.
  • Demonstrated ability to coordinate across multiple DoD, IC, and law-enforcement entities.
  • Strong briefing and written communication skills, with the ability to support crisis environments.

Preferred Qualifications

  • Experience working in a Combatant Command, Cyber Command, or Joint cyber operations environment.
  • Familiarity with Insider Threat Program (InTP) activities, cyber incident response, and CI support to cyber missions.
  • Understanding of PAI exploitation, attribution analysis, and network-defense processes.
