Data Engineer & BI Analyst

The Data Engineer & BI Analyst's role is to support the business in exploiting its data assets for the overall benefit of the company. The scope of this role is likely to evolve over time as the Company's efforts to progress this function develop and increase, and candidates will be required to adapt to the needs of the role. The BI and Data Analytics Function is responsible for leading the deployment of the business's Data Strategy, including but not limited to: Development and management of data architecture, development and management of BI and reporting solutions, creation and support of the technical aspects of business wide data governance, ongoing assistance with monitoring and improving data quality, understanding and accessibility. Additionally, to assist with ad-hoc data related projects.

Key Responsibilities

The Data Engineer & BI Analyst's primary responsibility is to combine their knowledge of the business, its processes and procedures together with current technologies to drive data analysis and reporting solutions that ensure maximum return on investment to the business:

  • Analyse business BI requirements.
  • Translate BI requirements into data architectural designs.
  • Determine operational objectives by studying business functions; gathering information; evaluating output requirements and formats.
  • Design and deliver medallion architecture data pipelines and models; from ingest through to data cleansing and transformation processes, to provide the business with reliable and reusable datasets and governed data assets (e.g. curated datasets and semantic models) that support consistent and scalable reporting across the business.
  • Optimise data pipelines and data models for performance, scalability and cost efficiency.
  • Support the implementation of data access controls, ensuring appropriate protection of sensitive data while enabling broad access to non-sensitive data.
  • Support the design and delivery of new reports and dashboards by analysing requirements; constructing workflow diagrams; studying system capabilities; writing specifications and any other material required to solve a particular problem.
  • Continuously seek to improve BI and BI related processes by studying current practices and suggesting/designing modifications as requirements change.
  • Assist in the design and delivery of governance, BI process design, documentation and project specific works.
  • Assist in documenting business cases for data improvement projects and programs.

Delivery Management

Responsibilities include managing internal and external resources through delivery of change initiatives and development lifecycle, while ensuring that standards for development, data reporting and data processing are maintained in line with company expectations:

  • Responsible for full lifecycle data, BI and reporting development activities.
  • Manage suppliers and contractors in delivery of improved/changed application configuration, development or integration work.
  • Manage key stage testing activities and ensure changes/developments are signed off and accepted by business.
  • Manage the escalation process to ensure delivery of changes/developments maintain quality standards and are delivered to cost and timeline expectations.

Governance Support

An important supporting element of the Data Engineer & BI Analyst is to support the roll-out and ongoing management of the organisation's Data Governance; aiding the business in managing its data and ensuring a level of quality and reliability over the data:

  • Assisting the BI and Data Analytics Function in the development of, and subsequent implementation of a Data Governance Framework.
  • Assisting in the drafting of Data Governance Policies and Procedures.
  • Providing SME support to the business areas to assist in the ongoing implementation of the Data Governance Framework.
  • Project specific business support to address data governance issues (including data quality improvement).

BI and Data Platform Support

The Data Engineer & BI Analyst will use their business functional expertise and application knowledge to maintain the integrity and reliability of the BI and data platform. Educate business users on correct usage of systems and assist in identifying and fixing any issues that arise: Provides support as necessary to fix issues in a timely manner.

  • Performs tuning and improvement to data and BI infrastructure.
  • Performs root cause analysis to provide permanent fixes for recurring problems.
  • Contributes to the creation and delivery of business user training on BI solutions.

Skills, Knowledge and Expertise

  • Demonstrates a current knowledge of the functional structure of Guernsey Electricity, its mission, objectives, strategies, and critical success factors
  • Experienced in the use of MS Fabric and/or Power BI, together with common data architecture patterns
  • Knowledgeable in Data Governance concepts and applications
  • Demonstrates the ability to make, and take responsibility for, sound decisions on technical and application delivery issues
  • Takes an analytical approach to problem solving
  • Commercial business focus – able to understand business needs and plan, manage and deliver packages of work independently
  • Has wide and detailed BI knowledge. Displays good interpersonal skills at all levels of contact and in a wide variety of situations. Demonstrates the ability to make, and take responsibility for sound decisions on architectural and artefact specific design choices
  • Ability to communicate data concepts, definitions and issues clearly to non-technical stakeholders
  • Able to prioritise work to support the BI & Data Analytics function in delivering against its priorities and objectives
  • A pleasant and friendly outlook with positive customer focus
  • Is proficient at interpreting business needs and converting them into BI solutions
  • Competent in the use of different visualisation techniques to support information delivery to users
  • Comfortable with adopting new tools and techniques as the technological landscape evolves, demonstrating a willing and logical approach to researching and implementing new technology and solutions

IT Proficiencies

  • Proficient in BI, Data Analysis and Report Development Methods and Techniques
  • Proficient with Data Engineering, Reporting and Analysis tools (MS Power BI & MS Fabric)
  • Certified MS DP-600 Fabric Analytics Engineer Associate preferable
  • Familiar with MS Purview for Data Governance would be advantageous
  • Familiar with MS Dynamics / D365 / D365 F&O would be advantageous
  • Familiar with MS Power Apps would be advantageous
