Water Operations Supervisor-Distribution
The Town of Oro Valley Water Utility seeks a highly motivated, hard-working dependable results driven individual with strong leadership skills to lead the Water Distribution group as the Water Operations Supervisor-Distribution. Under general direction, supervises, monitors, and coordinates personnel, daily operation and maintenance activities of the Town's Water Utility Department.
Essential Functions
- Supervises the daily activities and provides daily technical advice to assigned staff including monitoring daily progress of all work-related responsibilities in Water Meter, Water Production, Water Distribution or Water Quality sections (depending on assignment).
- Provides direction to staff in the performance of preventative maintenance in the assigned area of responsibility.
- Develops and trains staff to perform duties in a safe and efficient manner.
- Development of Standard Operating Procedures.
- Participates in the recruitment, selection, training and development of the assigned staff.
- Responsible for completing annual evaluations of assigned staff.
- Makes recommendation on disciplinary or corrective actions for assigned staff to the Water Operations Manager.
- Provides and oversees training of assigned staff, monitors staff certifications, mandated training, and safety programs.
- Ensures proper utilization of tools and personal protective equipment (PPE) as required by the Occupational Health and Safety Administration rules.
- Completes the review of plan and specification development for projects related to the function of Water Operations Division.
- Responsible for monitoring projects in assigned area to ensure projects are completed according to approved plans and specifications.
- Coordinates and processes purchasing of materials and equipment related to assigned area including obtaining contracts and monitoring daily budget.
- Works directly with Operations Manager to develop annual budget.
- Provides after hours support for utility operations including on-call staff in all departments.
- Participates in the Water Utility's emergency operations planning and support.
- May act as Emergency Operations Center incident commander.
- Fills in as supervisor for any operations department as needed.
Required Knowledge, Skills and Abilities:
- Knowledge of applicable Town, state and federal statutes, ordinances, codes, rules, and regulations governing Municipal Water Systems and Operations.
- Knowledge of personal computer hardware, software, and applicable database systems.
- Knowledge of supervision principles and possession of strong leadership skills.
- Skill in compiling, tracking, monitoring, and analyzing data for report preparation in accordance with federal, state and county regulations.
- Skill in assessing and prioritizing multiple tasks, projects and demands. Ensuring accuracy of all work performed.
- Ability to establish and maintain effective working relationships with all staff, customers, and vendors.
- Must have excellent verbal and written communication skills.
Minimum Qualifications
- A High School diploma or GED.
- Five(5) years' experience in public water utility.
- Two (2) years' experience in a supervisory capacity.
- Must possess a valid Class D Arizona driver license upon the first day of employment.
- May require commercial driver's license.
- Must possess at the time of application a Grade III Water Distribution certificate issued by the Arizona Department of Environmental Quality and must obtain a Grade IV within one year of hire date.
- Must possess competent person certificate in Excavation safety.
- Must possess or be able to obtain within one (1) year of hire date a Grade I Water Treatment certificate issued by the Arizona Department of Environmental Quality.
- Must possess or be able to obtain within one (1) year of hire date a Cross-Connection Control Specialist certification and a Backflow Prevention General Tester certification.
- An equivalent combination of education and experience may be considered.
Environmental Factors and Working Conditions
- Performs job duties in an indoor and outdoor environment.
- Regular, daily attendance is an essential function for this position.
- Position is subject to after-hours callout 24/7.
