Performs specialized law enforcement work in the processing and serving of civil documents for the Sheriff's Office including Child Support (IV-D) papers and civil/criminal processes issued by the court.
Serves legal papers including civil and criminal processes, summons, warrants, subpoenas, special proceedings, orders to appear and show cause, restraining orders, child support custody orders, order of attachment, commitment papers, orders for arrest and special court orders.
Employee uses directories and other means to locate designated parties; explains briefly the meaning of the papers and makes arrests when necessary. Employee may appear in court as a witness to give testimony and prepares reports of activities.
Graduation from high school or an equivalent combination of experience and training.
Special Requirements:
Certification as a law enforcement officer in accordance with the North Carolina Sheriffs' Training and Standards Commission.
Possession of a valid North Carolina driver's license.
Serves in other capacities of the Sheriff's Office on an as needed basis, to include patrol, investigations, narcotics, special operations, and administrative divisions. Performs related work as required.
General knowledge of the geographic and socioeconomic layout of the County.
Some knowledge of federal, state and local laws relative to the civil procedure.
Some knowledge of modern law enforcement practices and procedures.
Ability to explain to citizens the nature and consequences of civil papers served.
Ability to deal courteously, fairly, and firmly with defendants, lawyers, plaintiffs, and the general public.
Ability to exercise sound judgment in emergency and routine situations and to adopt quick, effective, and reasonable courses of action.
Ability to establish and maintain effective working relationships as necessitated by work assignments.
Must be physically able to operate a variety of machinery and equipment including computers, typewriters, copiers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 10 pounds of force occasionally, and/or up to 5 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.

Health Insurance is provided by ACS Benefits Services and covers a wide variety of healthcare services. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own cost.
Dental Insurance is offered through the Delta Dental PPO and Delta Dental Premier network administered by ACS Benefits Services. It covers a percentage of basic to major dental procedures, including orthodontia for children. Craven County pays 100% of Employee Only premium cost. Employees have the option to add child and spouse dependent coverage at their own expense.
Craven County provides eligible employees with $10,000 life insurance and accident, death and dismemberment coverage through OneAmerica AUL. Employees have the option to purchase additional coverage and/or dependent coverage at their own expense.
Craven County provides eligible employees with $50.00 per week in disability insurance through OneAmerica AUL. Employees have the option to purchase additional disability insurance at their own cost.
Eligible employees are automatically enrolled in the retirement system and must contribute 6% of their gross salary each pay period. Once eligibility requirements are met, employees will be able to receive monthly payments for life based on their salary, age, and years of service credit.
The County contributes 5% of eligible employees' gross salary into the 401(k) account regardless of the employee's deferral amount.
Regular full-time employees earn annual leave based upon years of service. Eligible employees begin to accrue annual leave as soon as they start but must complete a six month probationary period before they are eligible to use annual leave.
Regular full-time employees earn 3.69 hours of sick leave per pay period. Craven County accepts eligible sick leave from the State of North Carolina, any of its political subdivisions, any local government entity or authority, or municipality in North Carolina.
County employees receive 11-14 paid holidays annually. The Board of County Commissioners may adjust the holiday schedule as deemed necessary.
Eligible employees earn $200 in longevity after five years of service by October 31 of the qualifying year. Longevity benefits increase $25 per year up to a maximum of $1,000.
Craven County offers a merit program. Up to 56% of eligible employees may receive a performance-based merit increase each year.
