Regional Support Training Liaison

Under general supervision, the Regional Support Training Liaison provides training and support to county election officials. This position also responds to inquiries from voters.

Essential Duties and Responsibilities:

  • Maintain advanced knowledge about election systems, including but not limited to, the voter registration system, election management system, and all hardware components of the voting system.
  • Provide technical support and training on election technology systems, including: GARViS (statewide voter registration and elections system), OLVR (Online Voter Registration System), Firefly (SharePoint communications platform), EMS (Elections Management Systems), Election Night Reporting (web based election results system), the Secretary of State's webpage, File Transfer Protocol sites, Filezilla, MS Access Database Systems, MS Office Suite, and a wide range of support devices (Ballot Marking Devices, Optical Scanners, Poll Pads, barcode scanners, printers, fax) and 3rd party software (Easy Vote, Ballot on Demand, Axis, etc.) as needed.
  • Develop professional presentations and deliver them in both webinar and in-person settings.
  • Assist with development of training manuals and other training materials.
  • Evaluate organizational needs and communicate frequently with county election officials to make training recommendations to the Deputy Director of Election Services.
  • Deliver presentations during annual conferences, regional meetings, and additional training events in front of groups ranging from 30-600 people.
  • Provide accurate and up-to-date technical information.
  • Maintain professional technical knowledge of election codes, Title 21 of the Official Code of Georgia Annotated, State Election Board rules, U.S. Constitution, Georgia Constitution, opinions of the Attorney General, and additional sections of the O.C.G.A. pertaining to elected and appointed officials, constitutional amendments, tax initiatives, and policy decision which require referendum to change.
  • Maintain advanced knowledge of the responsibilities and day-to-day duties of registrars and election superintendents at the county and municipal level.
  • Communicate with county and municipal registrars and election superintendents regularly and professionally via email, telephone and in-person on key election dates, updates, and other election-related items.
  • Alerts Deputy Director of Election Services and/or Elections Division Director of matters that require immediate attention, action, or assistance.
  • Stays informed about all Federal and State legislation that pertains to the Americans with Disabilities Act (ADA), Help America Vote Act (HAVA), National Voting Rights Act (NVRA), and Uniformed and Overseas Citizen Absentee Voting Act (UOCAVA).
  • Conducts research and analyzes and provides solutions for election related issues.
  • Guides political party, political body, non-partisan, independent, and write-in candidates through the procedural process of becoming a qualified candidate.
  • Fields inquiries from county elections supervisors, county registrars, candidates, elected officials, and the general public.
  • During an election cycle, coordinates schedules to ensure extended availability before and after normal business hours and remains on-call via cell phone to handle calls outside the extended hours.
  • Travel requirements in State.
  • Performs other related duties as assigned.

Knowledge Skills and Abilities:

  • Excellent reading and writing skills.
  • Intermediate skill level in PowerPoint, Microsoft Work, and MS Office Suite.
  • Advanced organizational skills.
  • Demonstrated ability to produce written documents with clearly organized thoughts using proper sentence structure, punctuation and grammar is essential.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to prioritize and manage in a multi-tasking environment.
  • Ability to follow standard operating procedures.
  • Knowledge of community resources and affiliated agencies.
  • Ability to research issues and determine resolutions.

Supervisory Responsibilities:

  • None required.

Minimum Qualifications:

  • Minimum of two (2) years of experience in an administrative support role.
  • Advanced working knowledge of Election processes and procedures.
  • Must be qualified to be a notary public.
  • One year of related training experience.

Education Requirements:

  • Undergraduate degree from a nationally accredited four (4) year college or university.
  • Associate degree in business or related field from an accredited college or university and two (2) years of experience related to area of assignment; or one (1) year of experience required at the lower level Busi Support Analyst 1 (GSP130).
  • Note: An equivalent combination of knowledge, education, job or intern experience, training, or certifications that provides the necessary knowledge and skills to successfully perform the job at the level listed may be substituted year-over-year.
