CSB Executive Director

We are seeking an Executive Director to oversee the executive business operations of Georgia's Community Service Boards (CSBs). The Executive Director serves as the primary executive authority over Georgia's Community Service Board (CSB) network. Reporting to the Commissioner of DBHDD, this leader holds direct oversight and accountability for all CSB chief executive officers, ensuring that each CSB operates with fiscal responsibility, statutory compliance, and a commitment to the department's vision of high-quality service.

This leader provides CSB executive teams with the technical assistance, resources, and expertise necessary for operational excellence. By analyzing complex data to improve outcomes and acting decisively to resolve operational issues, the CSB Executive Director serves as a strategic catalyst for a proactive, community-focused service model.

DBHDD – Who We Are

Established in 2009 by the Governor and General Assembly, the Georgia Department of Behavioral Health and Developmental Disabilities (DBHDD) serves as the state's public safety net. We operate state hospitals and lead a statewide network of contracted community-providers. Our mission is to provide an accountable, effective continuum of care for all Georgians with behavioral health challenges and intellectual or developmental disabilities. Key Responsibilities

Executive Leadership & Strategy: Maintain direct oversight and sole executive accountability for the performance of each Community Service Board (CSB) within the network; each CSB CEO reports directly to this position.

  • Service Assessment & Expansion: Conduct continuous assessments of the statewide service portfolio to identify gaps in care; design and execute strategic growth plans to expand service offerings in alignment with community needs and DBHDD priorities.
  • Continuous Quality Improvement (CQI): Lead the development and implementation of a network-wide quality improvement framework, utilizing data-driven benchmarks to enhance clinical outcomes and operational efficiency.
  • Performance Metrics & Accountability: Establish and monitor rigorous performance criteria and Key Performance Indicators (KPIs) for CSB executive teams to ensure high-quality service delivery.
  • Operational Oversight: Develop, evaluate, and maintain the procedural operations and strategic activities of the CSBs.
  • Financial Stewardship: Maintain a sophisticated understanding of CSB business operations, including income statements, balance sheets, cash flow, and diverse program funding sources.
  • Budgetary Collaboration: Review and partner with leadership in the preparation and presentation of capital and operating budgets, tactical plans, and annual reports.
  • Performance Management: Establish and monitor performance criteria and goals for CSB executive teams in consultation with the CSB Boards of Directors.
  • Culture & Ethics: Foster a professional culture rooted in ethical practices and total compliance across the CSB network.
  • Stakeholder Engagement: Communicate and collaborate effectively with regulatory bodies and community constituents, including County Commissioners and local leadership.
  • Team Development: Provide decisive leadership for executive and subordinate management staff, cultivating a supportive and high-achieving work environment.
  • Crisis Response Architecture: Design and oversee comprehensive crisis response protocols, including training exercises and continuity plans to ensure the CSB network remains operational during emergencies.

Required Skills & Abilities

  • Executive Leadership & Strategy: Demonstrated business acumen and a proven track record of providing visionary leadership at the executive level. Ability to design and execute high-level strategies that drive organizational growth and operational excellence. Expertise in fostering a culture of accountability, transparency, and high performance across a decentralized network.
  • Operational & Fiscal Management: Advanced skill in policy formulation, program planning, and the development of measurable goals and objectives. Extensive experience administering complex budgets, negotiating high-stakes contracts, and preparing legislative or executive-level budget requests. Proficiency in managing organizational and financial risk, ensuring stability during periods of transition or economic uncertainty.
  • Communication & Relationship Building: Superior persuasive communication skills (written, oral, and digital) with the ability to engage a diverse range of stakeholders, including government officials, community groups, and regulatory bodies. Proven ability to build and maintain collaborative partnerships and navigate complex public relations landscapes.
  • Analytical Decision-Making: Strong capacity for logical and analytical thinking, utilizing automated data and business intelligence to drive informed decision-making. Expertise in creative problem-solving and the ability to mediate high-level disputes effectively. Exceptional adaptability; able to remain decisive and lead effectively through rapid change or crisis.

Physical Requirements: Travel throughout the state of Georgia required to accurately reflect the scope of responsibilities. Ability to sit for prolonged periods while working at a desk and on a computer.

Minimum Qualifications: Education: Bachelors degree in science, mathematics, public administration, or related field.

Preferred Qualifications & Experience: Advanced Education: A graduate degree (Masters or higher) in Business Administration (MBA), Public Administration (MPA), Healthcare Administration (MHA), or a related human services field. Targeted Leadership: Direct experience as a Chief Executive Officer of a Georgia-based Community Service Board (CSB). Subject Matter Expertise: Comprehensive knowledge of behavioral health and IDD landscapes, including: Treatment trends for mental health, substance use, and co-occurring disorders. Intervention strategies, healthcare access models, and Social Determinants of Health (SDOH). Policy evaluation and evidence-based research trends. Cross-Functional Mastery: Proven success managing diverse business functions, including Strategic Marketing, Public Relations, Human Resources, and Complex Financial Management. Organizational Excellence: Demonstrated experience implementing High-Performance Organization (HPO) leadership frameworks and fostering a culture of continuous improvement. Strategic Growth: A track record of executing successful organizational growth and scaling operations within a business, nonprofit, or governmental entity. Performance Metrics: Proven ability to establish clear, measurable business goals and Key Performance Indicators (KPIs) to drive accountability and results.
