GM DOES NOT PROVIDE IMMIGRATION-RELATED SPONSORSHIP FOR THIS ROLE. DO NOT APPLY FOR THIS ROLE IF YOU WILL NEED GM IMMIGRATION SPONSORSHIP (e.g., H-1B, TN, STEM OPT, etc.) NOW OR IN THE FUTURE.

This role is based remotely but if you live within a 50-mile radius of Austin, Detroit, Warren, Milford, or Mountain View, you are expected to report to that location three times a week, at minimum.

The Role

GM's Infrastructure Engineering organization seeks a Technical Program Manager to lead strategy, planning, execution, and reporting for the Network Engineering organization. This role is pivotal in delivering secure, reliable, and scalable global connectivity supporting autonomous vehicles, enterprise systems, and hybrid cloud networking. The TPM acts as the coordination hub for engineering workstreams across network backbone, data center operations, site engineering, and infrastructure security.

We Are Seeking A Technical Program Manager Who Demonstrates Strength In Three Key Areas:

Technical Expertise: Strong background in telecom, networking, and datacenter infrastructure spanning hybrid cloud environments.

Program Management: Has hands-on experience directing cross-functional, highly technical programs while tracking and reporting on progress, resourcing requirements, and risks.

Communication: Can clearly convey complex technical concepts to diverse audiences, building trust and ensuring understanding among stakeholders.

What You'll Be Doing:

Lead the planning, tracking, and reporting of engineering execution across a large 100+ engineer organization.

Drive end-to-end program management for large-scale technical initiatives across Network Engineering (including data center, backbone/POPs, network access, site connectivity, security, automation, and resilience).

Own cross-functional program and initiative-level success, ensuring delivery against agreed targets for features, cost, time, and quality.

Build stakeholder alignment across engineering, product, and business teams, and coordinate dependencies with internal and external partners (including vendors and suppliers).

Manage ambiguity in program scopes and clarify problem spaces through deep knowledge of business needs, networking technologies, and key risks.

Report program progress, risks, and escalations to leadership; define critical paths and recovery strategies for at-risk deliverables.

Your Skills & Abilities (Required Qualifications)

8+ years of experience in software engineering organizations.

Several years of experience as a TPM or in a comparable role driving programs in enterprise networking, infrastructure deployment, site reliability, or similar fields.

Deep understanding of cloud, backbone, on-premises, and market-facing networking technologies.

Demonstrated ability to lead complex technical initiatives across multiple functions without direct authority; strong influencing, negotiation, and relationship-building skills.

Deep familiarity with agile methods, roadmap planning, and program tooling (e.g., Jira, Confluence).

Strong data analysis skills and comfort with metrics instrumentation, dashboarding, and KPI standardization.

Ability to quickly break down complex technical or organizational problems, set clear goals, and drive teams toward sustainable improvements.

What Will Give You A Competitive Edge (Preferred Qualifications)

Extensive hands-on experience in software engineering or comparable technical roles.

Experience collaborating with infrastructure vendors and managing contract and renewal cycles.
