Columbia Program Technical Program Supervisor

The Construction Program Office is currently seeking an experienced Technical Program Supervisor to lead planning and execution activities associated with the Post-Shakedown Availability (PSA) for COLUMBIA. This role will be responsible for coordinating across engineering, construction, facilities, and supply chain organizations to ensure the successful planning and execution of PSA activities following initial delivery.
The ideal candidate will be a strong integrator who can operate across multiple organizations, develop executable plans, and serve as the primary interface with the customer during this critical phase of the program lifecycle.
Key Responsibilities:
Customer Interface
- Serve as the primary program office representative and interface with the customer for PSA planning and execution activities.
- Communicate status, risks, and recovery plans to senior leadership and customer stakeholders.
PSA Planning and Strategy
Develop and execute the overall PSA planning strategy, including:
- Contracting strategy development
- Work deferral process development and governance
- Work evaluation and adjudication processes
- PSA scheduling and integration of work scope within the availability window
- Determination and coordination of the PSA execution location
Facilities and Waterfront Coordination
Coordinate with facilities, waterfront operations, and naval architecture teams to ensure an executable plan exists for:
- Vessel docking or mooring
- Required waterfront infrastructure and support services
- Ensure adequate space is available to support PSA execution and the project team.
Cross-Functional Program Integration
- Coordinate with engineering organizations to understand the status of design completion and identify potential impacts to construction and PSA work scope.
- Work with materials management and supply chain teams to identify and procure long-lead material required to support PSA execution.
Change Management
- Establish and lead a cross-functional Change Management Team to evaluate, adjudicate, and scope work required for end-game delivery and PSA.
- Ensure configuration changes, deferred work, and emergent work are properly evaluated and incorporated into execution plans.
Program Controls and Metrics
- Develop and implement program metrics to monitor PSA planning progress and execution readiness.
- Track key performance indicators related to schedule, work scope stability, material readiness, and execution risk.
Qualifications
Required:
- Bachelor's of Science degree in Engineering
- 4+ years of professional experience supporting construction and/or test activities
- Demonstrated understanding of or experience in construction management, project execution, or related field
- Has ability to obtain and maintain Secret Clearance
Preferred:
- Proven record of planning and leading cross-functional projects in a manufacturing or industrial environment
- Experience with naval shipbuilding, submarine programs, or major maintenance availabilities
- Understanding of ship construction, operation, and/or planning
- Experience with waterfront operations, docking, or shipyard facilities planning
- Familiarity with government contracting environments and customer interface responsibilities
