Traffic Services Program Manager/District One/Traffic Operations/Traffic Services
This position will supervise, communicate with, motivate, train, and evaluate employees, and plan and direct employees' work, and has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. This position will direct and supervise staff and provide technical guidance, under the supervision of a registered professional engineer, to the District Traffic Operations Office Traffic Studies and Operations Signing & Pavement Marking Areas.

Direct and supervise staff and provides technical guidance, under the supervision of a registered professional engineer, to the District Traffic Operations Office Traffic Studies and Operations Signing & Pavement Marking Areas.
Meet regularly with employees to assign work, establish work objectives and timelines to ensure working objectives are met. Evaluate employees' performance, during established time frames, throughout the year and at formal review periods. Motivate and train and/or ensure required training is available for staff. Communicate regularly with direct reports, both individually and in staff meetings. Ensure that all the paperwork required for processing pay documents and personnel matters, including performance appraisals, disciplinary actions, filling vacant positions and separations, are completed accurately, and processed in a timely manner.
Develop and implement Traffic Services business and related plans to guide resource allocation and achieve unit performance targets. Includes collaborating with others in plan development, reporting plan results, linking performance targets to SMART (Specific, Measurable, Achievable, Realistic and Time/cost/quality-based) objectives in staff expectations, identifying and making resource recommendations.
Participate in meetings, on committees, task teams and other groups with internal and external customers to represent Traffic Services interests. Include providing useful commentary and review of work products. Include correspondence and follow-up contact as needed.
Develop and manage consultant contracts and other types of agreements that support Traffic Services functions and/or relate to performance targets. Include developing documentation for contract funding, request for proposal (RFP) and related documents, participation on technical review committees (TRC), evaluation of contract work products, consultant evaluation and invoice processing approval.
Assist with technical engineering review and analysis of data and/or work products. Include documentation of findings and conclusions, participation in meetings and presentation of reviewed data and analysis.
