The HIV/AIDS Community Liaison is a highly professional position responsible for leading community-focused HIV/AIDS prevention, treatment, care, early intervention, community planning, testing, risk assessment, education, and training activities (including HIV 500/501 and additional training as required). The incumbent provides and coordinates technical assistance, guidance, and consultation on these program areas for both internal and external stakeholders. This position serves Area 15, which includes Indian River, Martin, Okeechobee, and St. Lucie counties. The role is responsible for collaborating with community partners and working directly with communities experiencing the highest prevalence of HIV/AIDS to support community mobilization, engagement initiatives, and comprehensive community planning efforts. The HIV/AIDS Community Liaison operates under the direct supervision of the Area 15 HIV/AIDS & STD Program Coordinator.
Outreach, Community Engagement & Mobilization: The incumbent maintains regular communication with each Area 15 County Health Department (CHD) to coordinate and support collaborative community outreach initiatives. They work closely with community partners and affected populations to implement community mobilization and engagement efforts. This role strengthens linkages between local CHDs, colleges and universities, healthcare providers, and local businesses to provide technical assistance and build capacity among community-based organizations (CBOs). Key responsibilities include promoting strategies to reduce HIV/AIDS-related stigma and discrimination and offering technical guidance to community agencies with the capacity to support HIV/AIDS programs. The position collaborates with faith-based organizations to enhance their ability to address the HIV/AIDS needs of disproportionately affected communities and assists in mobilizing congregations and community groups in areas with the highest prevalence. The incumbent expands HIV/AIDS outreach efforts in communities identified as high or moderate risk and works to improve understanding of the social, economic, and political factors influencing HIV/AIDS in these areas. They support communities with information about biomedical prevention tools and provide technical assistance to healthcare providers to strengthen post-test counseling practices and encourage repeat testing among high-risk populations. Additionally, the role assists CHDs, CBOs, and providers with the implementation of PrEP, nPEP, and U=U (Undetectable = Untransmittable) messaging, as prevention strategies. The position participates regularly in health fairs, community screenings, meetings, events, and educational presentations. They are responsible for organizing and coordinating HIV/AIDS awareness day events and outreach testing events in collaboration with CBOs and community leaders, including identifying optimal locations, timeframes, and opportunities for community engagement. Additional duties include identifying high-risk populations for priority testing and supporting initiatives focused on faith communities and other disproportionately affected high-risk groups. The incumbent also organizes and implements counseling and testing initiatives tailored to the needs of identified high-risk populations. Collaboration with the HIV Prevention Training Consultant (PTC), Linkage to Care staff, DIS/STD, TOPWA, and local HIV testing providers occurs regularly and includes identifying gatekeepers within priority populations, determining outreach locations frequented by high-risk groups, and assisting with the planning and implementation of outreach activities and events. The incumbent also helps maintain a comprehensive resource list of agencies and community partners offering HIV/STD prevention services and contributes to establishing public–private partnerships within disproportionately affected communities.
Program Planning, Training, and Community Education: The incumbent plays an active role in community planning efforts, including participation in the Area 15 Comprehensive Planning Network, community outreach events, and HIV/AIDS educational presentations. They develop and distribute approved HIV/AIDS educational materials, current statistics, and program information, and are responsible for creating and implementing counseling and testing initiatives, surveys, focus groups, and community assessments for identified high-risk populations. In addition, the incumbent conducts 500/501 trainings and updates for CHD and non-CHD sites, along with in-services and training sessions for CBOs. They also provide rapid testing training and a variety of other HIV/STD prevention and education training courses, including educational sessions that are not part of the 500/501 curriculum. The incumbent ensures that individuals who complete the 500/501 and 501 update courses remain in compliance with policies and procedures and meet post-test counseling and certification requirements. They maintain accurate documentation of all training evaluations and training logs to support quality assurance and program accountability. This includes providing technical assistance and coordination for S.O.S. (Sisters Organization to Survive) programs and conferences throughout Area 15.
Quality Assurance and Reporting: The incumbent supports program compliance, data integrity, and quality improvement through accurate documentation, timely reporting, and adherence to established program standards. Responsibilities include maintaining complete and up-to-date records such as work plans, outreach documentation, and all required program reports submitted within designated deadlines. The incumbent is responsible for accurate data entry related to client services and ensuring thorough documentation of all client encounters in accordance with program protocols. In the absence of the EIC, acts as back-up for the Early Intervention Coordinator (EIC) for the following duties: maintain adequate quality assurance documentation related to registration of new HIV testing sites, annual re-registration compliance of existing HIV testing sites, annual Memorandums of Agreement (MOAs), and counseling and other reporting data as appropriate. Records, certifies, and submits EARs, CSRs, and timesheets per DOH policy within specified policy time frames. They ensure client confidentiality and information security following DOHP50-10-10 Information Security & Privacy Policy for Confidential Information. Performs other related duties as assigned or when required.

Knowledge and experience working with HIV/STD/Hepatitis programs, public health, community health, or community mobilization (minimum one year experience). Knowledge of HIV/STD disease processes, treatment, prevention measures Knowledge of diverse communities and experience working with varied populations. Knowledge and skills conducting community mobilization. Skill as a phlebotomist or willing to become a certified phlebotomist within 6 months of hire. Skills as a team builder and leader Ability to communicate with variety of audiences in verbal and written forms. Ability to work independently. Ability to create presentations and give health education presentations to diverse audiences (minimum one year experience) Ability to educate stakeholders in HIV/AIDS topics. Ability to use MS Office products. Ability to travel locally and out of county as required. Must be able to lift and transport outreach materials and equipment (up to 25 lbs).
Qualifications:
Minimum: Valid Florida driver's license Ability and willingness to travel locally and out of county, including into diverse socioeconomic communities, approximately 25–50% of the work week. Minimum of one (1) year of experience working in an HIV/STD testing and/or counseling position, working at disease prevention related outreaches, and/or patient coordination/navigation. At least two (2) years of experience coordinating community events, health outreach events, trainings, town halls, public-speaking engagements, or similar public-facing activities. Phlebotomy certification or willing to become certified within 6 months of hire. Willing to periodically work before and/or after work hours, including weekends to organize and participate in outreach events. Willing to complete Anti-Retroviral Treatment and Access to Service Training (ARTAS) Must be able to lift and transport outreach materials and equipment (up to 25 lbs).
