Public Health Services Manager B-SES
The Public Health Services Manager B-SES is responsible for the strategic leadership, coordination, and evaluation of four key public health initiatives: the Tobacco & SWAT Program, the Diabetes Prevention Program (DPP), Heart Health Plus Program and the Florida Breast and Cervical Cancer Early Detection Program (FBCC). This position spends the majority of the time engaged in supervisory responsibilities. This includes communicating with, motivating, training, and evaluating employees in addition to planning and directing employees' work.
This role also serves as secondary support for the Health Services Manager B-SES during absences or as needed. This role ensures the delivery of high-impact health education, community engagement, and evidence-based interventions to improve health outcomes across the county.
Strategic Program Leadership
- Lead the planning, execution, and evaluation of four core public health initiatives: Tobacco & SWAT, Diabetes Prevention Program (DPP), Heart Health Plus (HH+), and Florida Breast and Cervical Cancer Early Detection Program (FBCC).
- Align program goals with state public health priorities and local community needs.
- Develop strategic plans, budgets, and performance benchmarks for each initiative.
- Serve as the primary liaison between program teams and senior leadership.
- Pursue funding opportunities and manage grant proposals to support health education efforts.
- Maintain certifications and system access required to supervise and support program staff.
Staff Supervision & Development
- Supervise and mentor program managers, health consultants, and health educators.
- Conduct regular staff meetings to communicate goals, updates, and operational changes.
- Foster a collaborative, accountable, and growth-oriented team culture.
- Document performance issues and support resolution processes.
- Serve as backup to the FBCC Program Manager during absences or as needed.
- Participate in staff performance appraisals and ongoing evaluations.
Community Engagement & Partnerships
- Support health promotion campaigns focused on cancer screening, diabetes prevention, and chronic disease management.
- Represent the department at outreach events, community forums, and stakeholder meetings.
- Cultivate partnerships with healthcare providers, community organizations, and local leaders through MOUs and collaborative agreements.
- Mobilize community resources to address county health priorities and promote integrated care models.
- Coordinate with Health Services Manager B-SES to manage community invitations and approvals.
Data & Performance Management
- Monitor key program metrics including screening rates and enrollment figures.
- Oversee quality improvement and assurance activities across all initiatives.
- Review and approve program reports prior to submission to state offices.
- Provide research, guidance, and support for special projects within DOH-Gadsden.
- Track team performance and report progress to Health Services Manager B-SES.
- Establish clear performance expectations for each team member aligned with program goals.
Knowledge, Skills and Abilities

- Deep understanding of chronic disease prevention, tobacco cessation, cancer screening, and health promotion strategies.
