This position serves as a Grant Specialist for the review and processing of grant payment requests for the Deepwater Horizon Program, within the Division of Water Restoration Assistance. This includes detailed review of requests for mathematical accuracy, proper documentation of costs, compliance with program regulations and agreements, preparing payment authorization forms, and maintaining tracking spreadsheets for individual projects. The incumbent will be required to work 35–40-hour work weeks, Monday through Friday, and be present for work between the core hours of 9AM – 3PM at the state office building at your workstation.

This position's primary responsibilities are to review and process payments for vendor invoices, maintain FACTS sheets, research discrepancies, and prepare reports. This position prepares annual reports of DWH projects required by Gulf Coast Ecosystems Restoration Council (RESTORE Council) and the Natural Resource Damage Assessment Trustees. Gathers project information from project managers, prepare and submits DWH annual reports by project number. Position is expected to serve as a liaison between Department Project Managers, Legal office, Contract and Grant Administration, Finance & Accounting (F&A), and vendors/grantees for the processing of invoices and execution of agreements.

This position assists with creating amendments and change orders to contracts and grant agreements and then routes agreements for signature.

Required knowledge, skills, and abilities include knowledge of department contracting procedures and policies, administrative principles and practices, and concepts, principles, and practices of contract/grant management, invoice review, processing and submittal. Skills include interpreting and applying state related policies, procedures, principles, and practices, methods of compiling, organizing, and analyzing data, and professional use of Microsoft Word, Excel spreadsheets, Teams and Adobe Acrobat. Ability to communicate effectively verbally and in writing, establish and maintain effective working relationships, perform accurately in a detail-oriented environment, prioritize, organize, and perform multiple work assignments under deadlines, compile, proofread, and route contract and grant agreements/amendments for review and execution, use State's contract/grant management systems (FACTS and SharePoint), and create and update FACTS workbooks for submittal.

Minimum qualifications include a valid driver's license and at least 2 years of verifiable related experience. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees. Applicable job-specific licenses or certifications include achieving and maintaining a Florida Certified Contract Manager status within 12 months of hiring.

Preferred qualifications include experience in managing state agreements and contracts, experience in reviewing invoices and processing disbursements, Florida Certified Contract Manager (FCCM) status, excellent communication and people skills, and excellent organization and time management skills.
