This OPS position is funded through the CDC's OE22 Strengthening U.S. Public Health Infrastructure, Workforce, and Data Systems (PHIG) grant through November 30, 2027. The incumbent serves as a Strategic Planning Specialist and is responsible for activities that support workforce development and agency competency building. This work focuses on strengthening foundational public health infrastructure, including strategic planning, quality improvement (QI), and meeting quality standards established by the Florida Department of Health and the national Public Health Accreditation Board (PHAB).

This is a full-time, in-office position with standard business hours from 8:00 a.m. to 5:00 p.m., Monday through Friday, excluding state observed holidays and office closures. Tele-work is not available. The position reports to the Program Manager of the Office of Performance Improvement within DOH-Duval's Division of Community Health Programs.

The Strategic Planning Specialist is an OPS Governmental Operations Consultant III position. The incumbent provides lead support for the development, deployment, and performance monitoring of DOH‑Duval's foundational plans, including the local Strategic Plan (SP), quality improvement (QI) priorities, workforce development initiatives, and related Community Health Improvement Plan (CHIP) goals. Responsibilities include preparing reports that summarize the effectiveness of these plans, evaluating implementation strategies, and identifying needed short‑ and long‑term improvement actions. The role also includes designing and maintaining interactive dashboards, automated reporting tools, and other data‑driven systems that enhance real‑time monitoring, support decision‑making, and streamline planning and evaluation workflows.

This role requires a highly motivated professional who excels at building strong relationships and collaborative networks across programs and partners. The incumbent must demonstrate exceptional initiative in creating and maintaining systems that automate information collection, streamline reporting, and accelerate communication. Success in this position depends on the ability to foster cross‑department coordination, support shared accountability, and implement efficient processes that enable the agency to meet aggressive deadlines and advance key strategic, workforce, and quality improvement priorities.

The incumbent also supports timely stakeholder engagement and ensures compliance with reporting requirements for CDC‑funded initiatives. This independent role contributes to a culture of innovation, collaboration, accountability, responsiveness, and performance excellence across teams and departments.

Duties and responsibilities include, but are not limited to, the following:

  • Strategic Planning & Alignment: Lead the development and periodic updates of DOH-Duval's strategic objectives, ensuring alignment with the DOH Long Range Program Plan (LRPP), DOH Strategic Plan, Florida's State Health Improvement Plan (SHIP), the local DOH-Duval's Performance Management framework and the local PHIG work plan; Translate strategic priorities into actionable goals and performance indicators across divisions.
  • Stakeholder Engagement & Communication: Design and implement stakeholder engagement strategies, including surveys, focus groups, and facilitated meetings; Collect, analyze, and synthesize stakeholder input to inform planning and decision-making; Communicate findings and recommendations through written reports, oral presentations, and visual formats tailored to internal and external audiences; Educate stakeholders on agency priorities, strategic outcomes, and planning processes using approved communication channels (e.g., SharePoint, newsletters, meetings); Research and share best practices to strengthen internal partnerships, organizational planning, and operational capacity.
  • Performance Monitoring & Reporting: Support oversight of reporting systems and schedules to monitor progress on strategic priorities, performance indicators, and grant-related deliverables; Compile and present accountability summaries, dashboards, and visual reports with actionable recommendations for improvement; Ensure timely development, review, and submission of all required planning and performance deliverables.
  • Data Analysis & Organizational Assessment: Conduct assessments and data analyses to identify organizational strengths, gaps, and opportunities for improvement; Share insights through factsheets, infographics, presentations, and success stories that promote data-informed decision-making.
  • Grant Support & Documentation: Support Public Health Infrastructure (PHI) Grant activities by maintaining a comprehensive understanding of deliverables, timelines, and objectives; Ensure accurate documentation and reporting in designated electronic systems (e.g., SharePoint, FL-Health Performs, Smartsheet).
  • Organizational Development & Capacity Building: Foster a culture of performance excellence, continuous quality improvement, and cross-divisional collaboration; Research, curate, and disseminate best practices to strengthen strategic planning and operational capacity. Supports implementation and monitoring of workforce development initiatives, including onboarding, competency assessments, and continuous learning strategies.
  • Leadership and Systems Thinking Skills: Demonstrates ethical behavior in all work activities; Encourages a culture of excellence by showing how individual efforts support collective impact; Identifies internal and external factors, trends, and events that may influence the work of the organization or the public health system; Contributes to developing a vision for a healthy community.
  • Ensures all work products satisfy requirements outlined by Supervisor, DOH standards and PHAB Re-accreditation requirements.
  • Takes personal responsibility to provide exceptional customer service to fosters pride, professionalism, and inclusivity within the workplace and community while maintaining a positive image for DOH-Duval.
  • Request any needed leave time in advance through the Program Manager of DOH-Duval's Office of Performance Improvement.
  • Attend in-service, seminars, workshops and other meetings related to the grant. As needed, travel to perform duties and for professional development.
  • Complete all mandatory trainings within required deadlines including departmental emergency planning and response activities.
  • Ensure accurate and timely submission of Employee Activity Records (EARs), Employee Leave, and Attendance Records and Travel Vouchers.
  • Perform other related duties, as assigned.

Required Knowledge, Skills, and Abilities:

  • Basic understanding of public health principles, practices, and QI methodologies (e.g., PDCA cycles, Gantt charts, process mapping).
  • Strong understanding of strategic planning principles, including goal setting, logic models, SWOT analysis, and continuous improvement cycles. Strong understanding of stakeholder engagement methods, survey design, focus group facilitation, and community-based participatory approaches.
  • Ability to collect, analyze, and interpret qualitative and quantitative data to inform planning, performance monitoring, and decision-making.
  • Knowledge of national PHAB requirements, domains, standards, and measures.
  • Ability to understand and apply applicable rules, regulations, policies, and procedures related assigned activities.
  • Proficiency in Microsoft Word, Excel, and PowerPoint, as well as SharePoint, Teams, and workflow software (e.g., Forms, Planner, SmartSheet, Visio).
  • Ability to leverage tools, software, and web-based applications for data analytics (e.g., Excel, SPSS, Smartsheet, Mentimeter).
  • Strong ability to manage multiple deliverables, coordinate work assignments, and meet deadlines.
  • Experience in developing written reports, plans, and presentations containing community data and technical information (e.g., community health status reports, progress reporting, annual reports).
  • Strong ability to track progress using dashboards, visual summaries, and accountability tools.
  • Ability to identify and apply evidence-based practices to strengthen organizational capacity.
  • Strong communication and interpersonal skills.
  • Skill in leading meetings, workshops, and cross-divisional planning sessions; experience communicating information in a professional manner (e.g., oral presentations, facilitating meetings, hosting virtual team meetings).
  • Ability to maintain accurate, organized documentation for reporting, audits, and compliance, and to communicate progress clearly.
  • Ability to quickly adapt to changing priorities and manage multiple tasks simultaneously.
  • Ability to work independently or with minimal supervision.
