The Florida Department of Health (DOH) is seeking a creative, organized, and motivated individual to become an essential member of the Office of Rural Health team. This is a highly responsible professional position. This administrative, technical, and consultative position requires skills to work as part of a team and independently in the development and implementation of the federal Medicare Rural Hospital Flexibility (FLEX) Program in our state. The successful incumbent will be responsible for the following:

  • Work as a member of Florida's Medicare Rural Hospital Flexibility (FLEX) Program by collaborating with Office of Rural Health Director, FLEX Coordinator and FLEX Consultants to provide technical assistance and support to Florida's critical access hospitals and their rural communities.
  • Receive and process data from participating hospitals for use in federal reports.
  • Assist in the development of quality, operational and financial improvement plans for Florida's critical access hospitals (CAHs).
  • Help identify quality, operational and financial improvement subject matter experts for CAH educational webinars and trainings.
  • Assist in the development of quality, financial and operational benchmarks for the state and individual CAHs.
  • Assist in the development and dissemination of FLEX program communication and education tools using constant contact and other email/web platforms.
  • Assist in the creation of FLEX factsheets, one-pagers, and other relevant communication tools for rural stakeholders.
  • Collaborate with rural partners: CAHs, rural EMS agencies, small rural hospitals (under 49 beds), Rural Health Networks, AHECs, Local Health Planning Councils, County Health Departments, and other community organizations.
  • Assist the Director and FLEX Coordinator with office budget, grants, community health needs assessments, travel preparations, annual Health Resources and Services Administration (HRSA) grant applications and reporting requirements, and other duties as assigned.
  • Provide assistance as needed in emergency response to and recovery following natural or man-made disasters.

Required Knowledge, Skills, and Abilities:

  • Knowledge of public health, public administration, health care or social services.
  • Strong written and verbal communication skills.
  • Ability to communicate effectively and concisely.
  • Ability to work independently and cooperatively as a team member.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to adapt to a fast-paced environment (ability to be flexible).
  • Ability to write content for the web, develop factsheets, draft grant applications and reports.
  • Ability to provide effective presentations and information to a broad range of audiences.
  • Strong organizational skills.
  • Ability to complete, plan, organize, and coordinate work assignments.
  • Skill in Microsoft Word, Excel, PowerPoint, and Outlook.
  • Familiarity with graphic design, web content, and communication tools.

Qualifications:

  • Professional experience in social services, public health, or health care education is preferred.
  • The successful applicant will be able to demonstrate critical thinking skills, flexibility, innovation, and desire to improve health care for Florida's rural residents.
  • Proficiency with Microsoft Excel.

Travel Time: 1-25% Increase technical knowledge, skills, and abilities by complementing workshops, classes, seminars, and video-assisted training.
