Ops Government Operations Consultant II

*This is a fulltime Other Personnel Service (OPS) Government Operations Consultant II position working with the Department of Health in Lee County.*

This position works as an AIDS Drug Assistance Program (ADAP) County contact. This position is in a large county public health unit working under the direct supervision of the Health Education Program Manager - SES for the HIV/AIDS Unit. The OPS Government Operations Consultant II will demonstrate positive interaction with ADAP clients, HIV provider agencies, and the community. Incumbent must be able to work independently and be able to collaborate and coordinate services as a member of a multiple interdisciplinary team. This position is classified as a sensitive position. Employee has the authority to perform electronic file transfers (including Facsimile) of confidential information as defined in DOHP 50-10. Incumbent handles protected health information on a "need-to-know" basis following Department of Health, HIPAA, and Information Security policies, protocols, and procedures. Employee abides by State/Federal laws governing health information and is responsible to maintain confidentiality, security, privacy, and integrity of protected health information. This is a "need to know" position with access to the following information sets: Provide Enterprise, HMS, Careware, Florida Medicaid Management Information System (FMMIS), Lab, Medical Records, and Pharmacy. Incumbent will have understanding and knowledge of cultural diversity especially with sensitivity to clients' alternative lifestyles. Bi-lingual is preferred.

Duties:

Enrolls the HIV/AIDS client into the ADAP program and records the enrollment. Provides ongoing communication with providers to ensure continued patient enrollment and participation in the ADAP program. Serves as a client advocate and provides case management according to protocols. Services provided include, but are not limited to educating, teaching, and counseling. Conducts ongoing assessments to evaluate client needs and provide feedback to primary health care providers. Attends to Ryan White case managers monthly meeting and networks with community agencies to provide needed services and initiate appropriate referrals.

Reviews ADAP client files at each re-enrollment every year to ensure files contain the required documentation for determining eligibility. Provides support to clients selected by ADAP to enroll in a plan during the Market Insurance enrollment period. Monitors client's insurance accounts in Provide Enterprise database. Collaborates with community agencies to provide timely follow-up for identified health needs. Follows up on missed appointments and ensures lab work is performed and complete. Follows up with client on missed medications pick-ups.

Information Custodian:

This position has the responsibility of being the Information Custodian designee for the ADAP information set as defined in DOHP 50-10, Information Security and Privacy Policy.

Key Custodian:

This position has the responsibility of being the Key Custodian for the ADAP secured area as defined in DOHP 50-10. Prepares and submits reports, attends meetings, trainings and conference calls as required by the program.

Other Job Related Requirements:

  • Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs or Red Cross shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
  • This position will abide by all state and federal laws, rules, and DOH policies and procedures.
  • Selected immunizations or titers and/or periodic screening for tuberculosis may be recommended for this position.
  • Incumbent must possess a valid Florida Driver License and have a motor vehicle to carry out these duties.
  • Transporting Confidential Information: This position is authorized to transport confidential information outside of established DOH-Lee facilities and must comply with parameters defined in DOHP 50-10.
  • This position is classified as sensitive. This individual will perform tasks defined as sensitive and handles confidential information. Background screening is a condition of employment.

Working Hours:

Daily from 8:00 am to 5:00 pm. Total hours in workweek 40 +40. Explain any variation in work (split shift, rotation, etc.)
