OPS Data Analyst - 31902352
This position serves as an OPS Data Analyst in the Fiscal Operations Unit, and will oversee, plan, develop, engineer, and coordinate all Bureau of Mitigation systems. Duties include, but are not limited to:
- Automate data pipelines using Python, SQL, and Power Automate, integrating FLAIR, FOCUS, and other systems into SharePoint/OneDrive.
- Evaluate and process system access requests.
- Build and maintain secure databases, store scraped and ingested financial data, enabling automated payment tracking and reducing risk of late fees.
- Design, develop, and manage Power BI dashboards and Excel VBA tools for accurate forecasting of billion-dollar budgets.
- Create and maintain State Management Cost trackers with burn rates, churn analysis, and multi-year budget projections.
- Standardize and clean large datasets using custom Python scripts to ensure accuracy, real-time synchronization, and elimination of redundancy.
- Generate automated financial reports and ad hoc queries, reducing manual workload and enhancing financial visibility.
- Develop and manage a Contract Routing Tracker to identify bottlenecks, cutting approval delays by 30% and improving compliance.
- Implement automated alerts and dashboard systems to flag delays in routing, improving accountability and workflow oversight.
- Collaborate with finance, IT, audit, and program teams to align systems, resolve issues, and strengthen data governance.
- Provide technical assistance, system training, and reporting support to internal and external stakeholders.
- Perform duties in support of the State Emergency Operations Center (SEOC) during activations, which may include extended hours and weekends.
In response to emergency events, FDEM employees may be required to work irregular hours, to work more than 8 hours per day, to work extended periods (including nights, weekends, and holidays), to work at locations other than their official headquarters, and to perform duties in addition to those outlined in the employee's position description. Employees must be able to deploy to emergency sites with limited advance notice.
Knowledge, Skills, and Abilities:
- Proficiency in Python, SQL, Power Automate, Excel VBA, and Power BI.
- Knowledge of financial reporting, forecasting, and data governance practices.
- Ability to build and maintain automated data pipelines and dashboards.
- Strong background in statistical modeling, forecasting, and trend analysis.
- Experience with Florida Accounting Information Resource (FLAIR) or other financial accounting systems.
- Strong problem-solving skills with ability to identify and resolve data integrity issues.
- Ability to communicate complex technical concepts to non-technical audiences.
- Strong written and verbal communication skills.
- Ability to learn new systems and tools.
- Ability to document processes and complete process maps.
- Ability to work independently and collaboratively in a fast-paced environment.
- Ability to support emergency operations, including occasional travel and extended work hours during activations.
Minimum Qualifications:
- A minimum of four years' professional experience in data analysis, financial reporting, or a related field.
- A post-secondary degree from an accredited institution in Data Science, Information Systems, Business Administration, Public Administration, Finance, or a related field may substitute for the required experience on a year-for-year basis, up to two years.
- Experience with Florida Accounting Information Resource (FLAIR) or other financial accounting systems.
- Experience with federal grant reporting or data submissions to a federal agency, such as FEMA.
- Experience using Microsoft Office Suite (Excel, Word, Outlook), Python, SQL, Power Automate, Excel VBA, and Power BI with the ability to learn and navigate FDEM enterprise business systems.
