Your Specific Responsibilities:

  • Monitors and supports public health data management practices to ensure data quality and access. Directs the process of county health department business process enhancements from analysis to implementation and communicates with all interested parties throughout the process keeping them informed of the status.
  • Ensures that all established standards, protocols, and policies are met relating to the Oral Health requirements in DOH.
  • Provides ongoing consultative support to county health department staff regarding the billing component of the Health Management System (HMS). Coordinates needed billing changes for the HMS to comply with other state and federal billing requirements with other department administration staff and staff in the Agency for Health Care Administration. Reviews Medicaid and Medicare and other associated billing updates to assure the clinical management system is kept current to all state and federal billing requirements, including the Health Insurance Portability and Accountability Act (HIPAA).
  • Provides technical and process support for all areas of the HMS application. This includes but is not limited to client registration, scheduling, billing, dental, care coordination, lab ordering and resulting, time reporting, recording of services, and various reporting functions. Demonstrates initiative by continually expanding existing knowledge of all areas of the application. Support also includes required software testing needed to ensure the delivery of a quality product.
  • Identifies problems and coordinates resolution strategies by participating in Special Interest Groups comprised of representatives from various county health departments and programmatic areas to develop business process enhancements to existing business practices. Makes recommendations incorporating use of technology to aid in process improvements.
  • Regularly develops and maintains training materials, system help documentation, technical documentation, and operating procedures for respective business areas and distributes to the CHDs and internally as needed.
  • Other duties as assigned.

Required Knowledge, Skills, and Abilities:

Proficient computer skills to include Word, Excel, PowerPoint and Outlook; knowledge of monitoring processes and/or working with ticketing software; knowledge of computer data bases; knowledge of laws, legal codes, court procedures and government rules & regulations; knowledge of the structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar; understanding written sentences and paragraphs in work related documents; communicating effectively with others verbally and in writing; talking to others to effectively convey information; ability to establish and maintain effective working relationships with others; listening to what other people are saying and asking questions as appropriate; conduct fact-finding research; knowledge of the methods of data collection and analysis; organize data into logical format for presentation in reports, documents and other written materials; knowing how to find information and identifying essential information; finding ways to structure or classify multiple pieces of information; ability to plan, organize and prioritize work assignments; ability to work independently; ability to maintain a high degree of accuracy and close attention to detail; ability to maintain confidentiality.

Preferred Qualifications:

  • High School Diploma or equivalent; AND
  • One (1) year of technical experience with video conferencing systems; audio/video support; OR
  • Two (2) years of professional experience in an Information Technology related role to include process documentation; troubleshooting; technical support.
  • Must have a valid driver's license, satisfactorily complete a background investigation, fingerprinting, and participation in direct deposit are requirements for employment.
